Mission 300 Progress Portal

Mission 300 seeks to connect 300 million people in Sub-Saharan Africa to electricity by 2030. As part of this goal, the World Bank Group (WBG) has committed to connect 250 million people and the African Development Bank to connect an additional 50 million people. The data presented in the Progress Portal captures outcomes and forecasts from World Bank Group operations. It also includes a financing snapshot, showing WBG commitments and co-financing contributions mobilized in support of Mission 300. The African Development Bank maintains its own progress tracker, showing connection and financing.

The results currently displayed reflect the WBG’s approved and planned operations to expand electricity access. The numbers shown represent the current baseline and are updated quarterly. As the pace of electrification accelerates and additional operations come online, both achieved and forecasted results will continue to grow, helping us reach our target of connecting 250 million people.

We track three categories to distinguish between verified results and forward-looking projections. The portal allows users to explore country-level data— showing both the connections already delivered and those expected as operations move forward.

Indicators:

• People Connected: Total number of people connected to electricity through World Bank Group–financed operations (active or closed) during the Mission 300 reporting period (July 1, 2023, to December 31, 2030, to align with Sustainable Development Goals (SDG) end date). Results reported before this period are not included.
• People to be Connected (Approved Operations): Forecasted number of people connected to electricity through approved operations, based on the historical performance of the energy portfolio, until December 31, 2030.
• People to be Connected (Planned Operations): Forecasted number of people connected to electricity through pipeline operations not yet approved, until December 31, 2030.

Mission 300 measures progress by counting the number of people who gain access to electricity through new household connections. Results are reported in terms of people provided with access to electricity. The number of people reached is estimated by multiplying the number of new household electricity connections by the national average household size for the respective country.

New household electricity connections supported through Mission 300 may be provided through extensions of the national grid, mini-grids, or stand-alone systems.

Mission 300 reports results achieved between July 1, 2023, the start of the World Bank Group's FY24, and December 31, 2030. Only new household electricity connections achieved during this period are counted toward Mission 300 results. Connections completed outside this period, whether before July 1, 2023 or after December 31, 2030, are not included in Mission 300 results, regardless of whether they were supported by operations included in the Mission 300 portfolio.

Mission 300 counts access stemming from a range of service levels, from basic Tier 1 access—providing at least four hours of electricity a day—to Tier 5 access, which provides reliable, modern electricity services. The initiative aims not only to expand initial access, but also to help households move toward higher levels of electricity availability, reliability, and consumption over time.

Mission 300 counts only new household connections that provide electricity services. It does not count Tier 0 solutions such as lanterns and solar lamps. It also excludes temporary or informal connections, meter replacements or upgrades that do not create a new household connection, indirect or inferred access, and access enabled solely through technical assistance. Investments in power generation, transmission, and distribution infrastructure, as well as policy reforms and stronger institutional strengthening, are important enablers of access but are not counted as direct household connections.

Project implementation units, utilities, private sector borrowers and investees, distributed renewable energy providers, regulators, and government agencies collect and report connection data in accordance with each operation's results framework and monitoring arrangements. Actual results are reported through official project reporting processes, including supervision and completion reports. Data may be reviewed through institutional quality assurance processes and, where applicable, may be subject to independent verification.

In addition to reporting actual results achieved, Mission 300 tracks projected future connections to assess progress toward the initiative's overall target. These projections are based on expected electricity access outcomes from approved operations and operations under preparation, drawing on project targets, planned investments, implementation timelines, and expected technology solutions. Projected connections represent estimates of future results and are reported separately from actual connections achieved.
