Enroll or Add Eligible Family Members in the Active Medical Benefits Plan (AMBP) - For Country Office Staff

 

Summary

Locally hired staff and their eligible family members are eligible for medical insurance coverage under the Active Medical Benefits Plan (AMBP).

AMBP is:

  • Mandatory for country office staff holding local regular, open, term, or extended-term appointments
  • Available to eligible family members when the enrollment deadline is met. The eligible family members are:
    • HR registered and approved domestic partner.
    • HR registered biological or legally adopted children under the age of 26 of the staff member, spouse, or domestic partner of the staff member, namely, a step-child.
    • Children who are 25 years of age or older, who meet the criteria of disability or handicap, as determined and approved by the insurance administrator.

Select the applicable enrollment:

  • Enroll self and/or eligible family members for medical insurance into AMBP within 60 days of entry on duty or a life event
  • Enroll eligible family members for medical insurance due to the loss of other medical insurance coverage outside the World Bank Group
  • Add eligible family members for medical insurance during the open enrollment period

Use the myHR Self-Service Online Enrollment. You may now report a life event using the online myHR Self-Service through the secured sign-on using your Passkey. Click on "Personal & Family" then Life Event. Follow the prompts to submit your request and upload the supporting documents. The request will be forwarded to your MBP administrator for verification of eligibility and submission to HR Operations for processing.

If you are unable to submit your request online, you can report the life event by completing the enrollment form on the MBP website under “Medical Benefits Plan for Active Staff (AMBP) in Country Office - Enroll or Add Eligible Family Member”

Give the completed form and supporting documents to the MBP administrator or back up for verification of eligibility, signature, and s submission to HR Operations within 60 days of entry on duty (EOD) or the occurrence of a life event. Life events may include marriage, birth, adoption, voluntary or involuntary termination of a spouse’s or child’s employment, or change in the legal custody of a child.

  • Review the supporting documentation for eligibility.
  • Sign and send the form to HR Operations for processing.

Review the details in the system-generated email you receive from HR Operations. This email confirms enrollment and coverage details.

The enrollment is generally processed within five (5) business days from date of receipt of the request. If you do not have an Outlook account, the automated email notification will be forwarded to the MBP administrator and his/her substitute.

Note:

Contact HR Operations if you notice any discrepancy in the enrollment and coverage details immediately.

The medical insurance cards will be sent to your MSN#, via pouch, upon Cigna's receipt of the file showing the enrollment of the life event.

Check the enrollment status in myHR Self-Service.

Medical insurance coverage starts from the date of EOD. If EOD is:

  • Between the 1st and the 15th of the month, payroll deductions are taken for the entire month.
  • After the 16th of the month, payroll deductions begin with the first pay period the following month.

Enroll eligible family members for medical insurance due to the loss of other medical insurance coverage outside the World Bank Group

Staff may enroll eligible family members for medical insurance, if they lose medical coverage due to:

  • Voluntary or involuntary termination of a spouse or child’s employment.
  • Change in legal custody of a child.
  • Divorce without medical underwriting.

Staff must request the enrollment of the eligible family members for medical insurance within 60 days from the date of loss of outside medical coverage.

Add eligible family members for medical insurance during the open enrollment period

If an eligible family member for medical insurance is not presented for AMBP enrollment within 60 days of becoming eligible, s/he can be enrolled during the next open enrollment period held in November.

Coverage for eligible family members for medical plans enrolled into during open enrollment season will take effect on January 1 of the following year.

HR will send an email to the staff member regarding the open enrollment period and the timeframe for enrolling eligible family members for medical insurance coverage.

Open enrollment is not applicable for the Retiree Medical Benefits Plan (RMBP) and Continuation Medical Benefits Plan (CMBP).
