The new SFA templates included on this site replace the previous agency-specific templates (see: Note A) and should be used by Bank borrowers in contracting for all new engagements with UN agencies under Investment Project Financing.
The SFA templates include provisions requiring any UN agency proposed to be contracted by a Bank borrower to abide, in full, with the general terms and conditions of the respective SFA, including:

Compliance with the World Bank’s Environmental and Social Standards and related reporting requirements, including for incidents and accidents; and
-
Commitment to integrity reporting in accordance with the terms of the SFA template(s), including through established arrangements for such reporting with the World Bank’s Integrity Vice Presidency.
Notes:
A: The new SFA templates replace previous SFA templates with the following UN agencies:

5. Alternative Procurement Arrangements (APAs)
The use of Alternative Procurement Arrangements (APAs) was approved by the Board of the World Bank in July 2015 as part of the New Procurement Framework.
An assessment methodology has been developed and is being tested to assess the legal and regulatory framework, and the capacity and capability of a borrower implementing agency. It uses as its base the Organization for Economic Co-Operation and Developments (OECD) Methodology for Assessing Procurement Systems (MAPS). The assessment methodology has been designed to include an additional Pillar, covering procurement operations and the use of minimum standards. It also uses an evidence based approach, analyzing procurement data and, gathering the views of the Private Sector and Civil Society Organizations (CSO).

The principles governing APAs consider whether agency procurement arrangements, including procurement performance and governance, provide assurance that the Bank’s financing will be used for the intended purpose(s), and in accordance with the Bank’s Core Procurement Principles:
