The Scaling Climate Action by Lowering Emissions (SCALE) Annual Report 2025 summarizes progress in FY25 as the program advanced early activities and strengthened its foundation across three pillars, Natural Climate Solutions, Sustainable Infrastructure Solutions, and Fiscal and Financial Solutions. It highlights support to countries such as Benin, Cambodia, Colombia, Ethiopia, the Dominican Republic, and Zambia to design high-integrity emissions reductions programs that can attract debt-neutral finance from carbon markets.
