At the invitation from the Government of Indonesia, the World Bank Tokyo Development Learning Center (TDLC) joined the Indonesia International Conference on Infrastructure (ICI) 2025, held in Jakarta on June 12, 2025. The two-day conference was organized by the Coordinating Ministry of Infrastructure and Regional Development and brought together more than 3,000 participants from Indonesia and outside to discuss the infrastructure investment opportunities in different sectors including waste management.
Rieko Kubota, Program Officer of TDLC, made a presentation on Extended Producers Responsibility (EPR) policy on plastic packaging in Japan at the thematic session on “From Upstream to Downstream: Learning from Global EPR Systems to Enable Integrated Waste Management Infrastructure in Indonesia.”
The presentation highlighted how plastic recycling in Japan has been enabled through “shared” responsibility approach among stakeholders, including government, people, producers, and recyclers. The concept of “shared” responsibility approach is seen as potentially applicable in waste recycling in Indonesia by mobilizing successful initiatives on community-based waste recycling. It is hoped that the "shared responsibility" approach will be integrated into forthcoming national legislation outlining EPR in Indonesia. The session gathered more than 100 in-person participants from relevant ministries, the private sector, CSOs, and other practitioners to discuss how to put EPR into action in Indonesia.
