

Following the session at the Asia Smart Cities Conference 2025, The World Bank Tokyo Development Learning Center (TDLC) convened participating city delegations for a technical learning program in Tokyo on November 28, 2025, in partnership with the Tokyo Metropolitan Government (TMG).
The program provided a complementary opportunity for delegations from Uzbekistan, the Philippines, and Pakistan to learn directly from Japan’s long-term experience, creating a two-way knowledge exchange grounded in real-world practice.
The program included a tour of the Shinagawa Waste Incineration Plant, where participants learned about Tokyo’s approach to long-term facility planning, operational stability, and consensus building with local communities. This was followed by a knowledgepolicy exchange session at the Tokyo Metropolitan Government Bureau of Environment, highlighting Tokyo’s circular economy strategies, including plastics resource circulation, food loss reduction, and Extended Producer Responsibility.
By linking conference dialogue with hands-on learning and peer exchange, TDLC served as a hub connecting cities, policymakers, and practitioners—enabling mutual learning across regions and contexts. The program demonstrated how structured knowledge exchange can help cities move from shared challenges to actionable solutions for advancing circularity.
Through initiatives such as this, TDLC will continue to strengthen knowledge-sharing activities in close collaboration with Japanese municipalities, supporting mutual learning among cities.
