Issuance of Sanctions Board Decision No. 90

Pursuant to Sanctions Board Decision No. 90 issued in Sanctions Case No. 376, the Sanctions Board imposes a sanction of debarment on LTB Leitungsbau GmbH and Mr. Roland Kolitsch (respectively, the “Respondent Firm” and “Individual Respondent” and collectively, the “Respondents”) with the possibility of conditional release after a minimum period of ineligibility of three (3) years and six (6) months for each of the Respondents beginning from the date of this decision. The Sanctions Board finds that it is more likely than not that the Respondents engaged in a fraudulent practice as defined in Paragraph 1.16(a)(ii) of the World Bank’s Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits and Grants by World Bank Borrowers (January 2011) by knowingly misrepresenting in a bid, submitted by the Respondent Firm as part of a joint venture, the Respondent Firm’s anticipated role in the execution of the contract.
