Samuel Munzele Maimbo serves as Vice President for Budget and Procurement at the World Bank Group, where he plays a central role in stewarding the financial architecture of one of the world’s most influential development institutions. He oversees the annual budget and corporate procurement programs across IBRD, IDA, IFC, and MIGA, ensuring that resource allocation supports the Bank Group’s strategic priorities, long‑term financial sustainability, and operational effectiveness. As the institution’s senior advisor on resource management, he leads the multi‑year Strategy and Business Outlook process and is responsible for maintaining disciplined budget execution across all arms of the World Bank Group.
With nearly thirty years of experience in development finance, financial markets, and strategic resource mobilization, Mr. Maimbo has built a reputation as a leader who combines technical expertise with institutional vision. His career reflects deep engagement with the evolving role of multilateral development banks, particularly in mobilizing private capital, strengthening financial resilience, and supporting countries facing complex development challenges.
Before assuming his current role, Mr. Maimbo served as Chief of Staff to World Bank Presidents Ajay Banga and David Malpass, advising on strategic priorities and coordinating initiatives across the Bank Group’s public and private sector institutions. His leadership helped shape the institution’s response to global economic uncertainty, climate pressures, and the growing demand for development financing.
As Director of IDA Resource Mobilization and IBRD Corporate Finance, he oversaw one of the most consequential financing efforts in the Bank Group’s history. He led the implementation of IDA’s hybrid financial model, a major innovation that expanded the Association’s ability to support low‑income countries. Under his leadership, the IDA20 replenishment was completed a full year ahead of schedule, securing a record $93 billion to support the world’s poorest and most vulnerable nations. He also guided policy analysis on IBRD income and corporate finance, strengthening the institution’s financial foundations during a period of heightened global volatility.
Over his 23‑year tenure at the World Bank, Mr. Maimbo has held senior roles in the Office of the Managing Director and Chief Financial Officer and in Finance, Competitiveness and Innovation Global Practice. His work has spanned long‑term finance, capital market development, disaster risk finance, housing, pensions, insurance, infrastructure finance, and climate finance. Earlier in his career, he served as a Financial Sector Specialist across South Asia, Sub‑Saharan Africa, and Europe and Central Asia, following his entry into the World Bank through the Young Professionals Program in 2001.
Before joining the World Bank Group, Mr. Maimbo worked as a Bank Inspector at the Bank of Zambia and as an Auditor at PricewaterhouseCoopers. He holds a Ph.D. in Public Administration (Banking), an MBA in Finance, and a BSc in Accounting. He is a Fellow of the Association of Chartered Certified Accountants (FCCA), a Chartered Global Management Accountant (CGMA), and a member of the Chartered Institute of Management Accountants (CIMA).
