Since 2020; the Kingdom of Morocco has undertaken a major reform of its social protection system. In line with the Royal Vision of Inclusive Human Development; this reform is based on the establishment of national registers to identify and target beneficiaries with precision: (i) the National Population Register (RNP); that assigns each resident a unique Civil and Social Digital Identifier (IDCS) - upon verification of identity and deduplication; and (ii) the Unified Social Registry (RSU); a household registration system that provides a socio-economic index to each registered household. This index is calculated according to a formula that takes into account demographic and socio-economic variables of the household. The identification and targeting system (RNP-RSU) is currently managed by a project management unit under the Ministry of the Interior (UGP-MI). The World Bank remains committed to providing technical and financial support for the identification and targeting system.To date; more than half of the population already has a civil and social digital identifier (IDCS) and is registered with the RSU. At this stage of implementation; a structured assessment of the RSU’s performance should be undertaken to objectively analyze its progress and guide necessary adjustments.In this context; the World Bank supports the PMU-MI and seeks to mobilize technical assistance (TA) to carry out two complementary studies. The first; will analyze household socio-economic score volatility; the main criterion for eligibility for social programs. The second; a process evaluation of the RSU; will assess the overall performance of the RSU and the fluidity of its processes based on evaluation frameworks and tools adapted to social registers. Carried out in close collaboration with the PMU-MI; these studies should lead to operational; prioritized; and actionable recommendations to improve the performance of the RSU. At the same time; a structured capacity-building component will aim to sustain good practices in the use of RSU data and to equip the PMU-MI to produce relevant thematic reports to inform the planning and adjustment of social policies. The overall objective is to provide technical assistance to the PMU-MI to carry out two thematic studies to analyze the performance of the RSU and to strengthen the capacities of the internal teams. Specific objectives are:STUDY 1: Analysis of household socio-economic score volatilityQuantify and understand fluctuations in the RSU score over time; assess the impact of this volatility on the continuity of social programs provision; identify its root causes; and propose appropriate stabilization measures. STUDY 2: RSU Process Evaluation: Assessment of the Operational Efficiency of the RSU Carry out a systematic evaluation of the operational performance of the RSU process (information; pre-registration; evaluation; eligibility decision) based on evaluation frameworks and tools adapted to social registers. The goal is to identify potential bottlenecks and make recommendations to improve internal processes and interoperability of the RSU.PMU-MI Capacity building:Capacity building will be provided in a cross-cutting manner throughout these two studies by: (i) ensuring a transfer of skills between the firm and the MI teams on the evaluation and analysis tools used; and (ii) organizing and facilitating workshops promoting a participatory approach in the development and appropriation of the proposed recommendations.
