Building on the NLA that was completed in 2023; the MoE intends to complete a student assessment of numeracy and literacy skills with a nationally representative sample of students in grades three and six across all 15 counties in Liberia. The assessment will take place in February and March 2026 and will contribute to the ongoing EXCEL foundational learning project.As part of this effort; one consultancy firm is supporting the MoE and the World Bank with technical work related to instrument development; sampling; and analysis. This includes mapping the NLA assessment framework to the revised primary curriculum; revising and pre-testing assessment instruments and contextual questionnaires; developing administration guidelines; and finalizing the sampling approach. The same partner will also support data analysis and reporting; as well as capacity building for MoE staff in areas such as instrument design; psychometric analysis; and dissemination.The selected firm supporting data collection will work in close coordination with this technical partner and will be responsible for implementing the fieldwork in partnership with the relevant MoE bureaus. This includes conducting enumerator training; administering the assessments and contextual questionnaires in sampled schools; overseeing data quality assurance; and delivering clean; well-documented datasets. Enumerator training materials and item banks from previous rounds will be made available to support implementation. In addition; the following deliverables from the technical partner will be provided in advance of data collection: revised assessment instruments; updated contextual questionnaires; administration protocols; scoring guides; and a finalized sampling plan.
