This Terms of Reference (TOR) outlines the Monitoring; Evaluation; and Learning (MEL) program for the Kyrgyz Republic Health Financing Pilot. Despite notable progress in health outcomes; the country faces ongoing challenges in delivering effective; efficient; and equitable healthcare. The pilot aims to reform financing modalities and enhance managerial and financial autonomy for care providers; improving staffing flexibility; payroll budgeting; service pricing; and use of revenue from user fees. Seven healthcare organizations—district; regional; and national—will participate.The MEL consultancy is tasked with developing and implementing a robust framework using mixed methods (qualitative and quantitative); establishing key performance indicators aligned with pilot objectives; and coordinating data collection with government stakeholders. Deliverables include an inception report; cleaned datasets; quarterly M&E reports; and consultation workshops to build capacity and share findings. The consultancy must demonstrate international experience in health financing and systems; with preference for Central Asian expertise and local staff presence.The assignment spans 15 months; requiring close coordination with the World Bank and the Ministry of Health; with regular reporting to ensure alignment and timely decision-making. The ultimate goal is to generate actionable insights for future scale-up of health financing reforms in Kyrgyzstan.
