The overall objective is to measure the quality of education service delivery; policies; and administrative capacity in Bulgaria with the intention of (i) uncovering bottlenecks that inhibit student learning; (ii) providing guidance on how to improve the measurement of the performance of the overall education system (iii) using collected data to analyze the factors that predict variance in student learning outcomes; and (iv) informing the future collection of administrative data. The World Bank developed the Global Education Policy Dashboard (GEPD) project to help countries measure these drivers of learning outcomes. The dashboard (1) highlights gaps between what the evidence suggests is effective in promoting learning and what is happening in practice in each system; and (2) provides a way for governments to track progress as they take action to close those gaps. Together; these metrics on key drivers of learning can offer a stronger basis for identifying priorities for investment and policy reforms that are suited to each country context. The data underpinning these metrics is collected using several instruments; including a School Survey and a Survey of Public Officials. The School Survey comprises eight modules. The information collected are used to compute the service delivery indicators. The survey will also include a small number of policy questions that will be posed to teachers and headteachers. Under this Procurement Activity; a survey firm will be hired to implement the Dashboard in 200 schools in Bulgaria.
