WBG is seeking an international firm to produce a report covering district-level local area economic profiles for 10 districts across all regions of Tajikistan and 10 districts across five regions of Uzbekistan. The assessment will analyze district-level market dynamics and opportunities and identify value chains with the best opportunities and engagement for women workers and entrepreneurs.  There will be a specific focus on green value chains in terms of opportunities and mechanisms to be applied/used in existing businesses.  Once profitable green sectors and value chains have been identified; it will also assess any social norms and hard constraints that facilitate or restrict women’s economic participation in the identified value chains.  The assessment will be conducted in two phases.  Phase 1 will be desk review and preliminary field work; followed by a consultation with the the World Bank.  Phase 2 will be a deep dive into value chains at the district level; culminating in an in-depth report; highlighting tools to further strengthen women economic empowerment within green value chains.
