The study will develop a Disaster Risk Management (DRM) framework for high-voltage transmission networks in Central Asia. Its main objective is to strengthen the resilience of transmission systems in Kazakhstan; Uzbekistan; Kyrgyzstan; Tajikistan; and Turkmenistan; including cross-border links. The framework will address risk mapping; current practice assessment; hazard modeling; and a regional investment roadmap. The study is organized into five core tasks. Task 1 focuses on establishing a baseline and assessing data readiness; including evaluating current DRM practices and the feasibility of a unified classification system for events and hazards. Task 2 involves multi-hazard and exposure analysis; using GIS to overlay transmission assets with hazard data and identify critical infrastructure. Task 3 assesses the vulnerability of key transmission assets; developing fragility functions and a targeted vulnerability database. Task 4 reviews and benchmarks existing DRM practices among Transmission System Operators (TSOs) against international standards. Task 5 develops a regional DRM strategy; identifies and evaluates DRM measures; prepares a costed investment roadmap; and designs a regional training program. An optional task includes compiling geospatial data for transmission assets and hazards. The deliverables are grouped into four main components. The first is the Inception & Methodology Framework; which sets analytical standards and data taxonomy. The second is Risk Assessment & Modeling Tools; including a Multi-Hazard Risk Atlas and a Fragility & Risk Model Pack. The third is System Impact & Strategy Development; which links hazard risk to power system performance and includes a DRM Practices Review and a Regional DRM Strategy & Investment Roadmap. The fourth is Capacity Building & Training Resources; providing an Exercise & Training Playbook for operational readiness. Overall; the study aims to address the fragility of the regional grid; which is challenged by aging infrastructure; rising demand; and increasing natural hazards and climate change impacts. By improving preparedness and response; the study seeks to prioritize resilient investments and support a sustainable energy future for Central Asia.
