The overall objective of this consultancy is to support the Government of Nepal; through the Ministry of Urban Development (MoUD) and the Ministry of Culture; Tourism and Civil Aviation (MoCTCA); to strengthen the sustainable management and competitiveness of priority destinations within the Greater Lumbini Buddhist Circuit by developing implementable management plans; viable business and governance models; and local capacity frameworks that ensure improved site operations; enhanced visitor experience; and inclusive community benefits. This work will include developing a shared vision for the Greater Lumbini Buddhist Circuit (GLBC) and preparing innovative; practical; and sustainable Destination Vision and Investment Plans (DVIPs). These DVIPs will serve as the guiding framework for the sustainable development of tourism in the GLBC over a seven-year period; ensuring that tourism growth generates inclusive socio-economic opportunities; safeguards heritage and environmental assets; and attracts both public and private investments. The Consultancy should (1) prioritize the preparation of management plans; business models; and governance frameworks; (2) engage local authorities; private operators; communities; and civil society from the outset; and (3) prioritize soft measures (protocols; training; capacity building) alongside infrastructure to ensure sustainability. This approach can help ensure that investments translate into high-quality visitor experiences; stronger local ownership; and effective long-term management. Work under this consultancy should follow heritage conservation and UNESCO site management principles align with World Heritage standards.
