Brazil has applied and been approved for an Implementation Support Grant (ISP) under the Partnership for Market Implementation (PMI). Brazil’s ISP is centered around providing technical assistance to the Brazilian government to support and facilitate the design and implementation the national Emissions Trading System (ETS); in accordance with the legislative framework set out in the recently approved Sistema Brasileiro de Comércio de Emissões (SBCE) Law; including its supporting infrastructures. To support Brazil’s planned implementation of the ETS within the timeframe of ETS Law; significant efforts are needed to enhance institutional and technical capacities within the GoB and also among regulated agents. In addition; early priorities for the GoB include a detailed assessment of ETS design options and policy interactions; as well as development and implementation of (i) the GHG MRV system; (ii) governance structures for enforcement; (iii) supporting infrastructure; such as trading and auction platforms and the registry system; (iv) market oversight mechanisms; and (v) a comprehensive strategy for communications and stakeholder engagement.The PMI implementation grant will be managed by the World Bank; building on the successful partnership established between the Ministry of Finance and the World Bank through former phases of the PMR and JiT PMI. This engagement is focused on developing a stakeholder engagement and communications . The firm(s) will support the World Bank Task Team in providing technical assistance to the Government of Brazil towards the design of a stakeholder engagement plan and a communications strategy for Brazil’s SBCE; as part of ensuring transparency; inclusivity; and readiness for system implementation. As such; this assignment will require a close collaboration with the Government of Brazil; in particular the Ministry of Finance and the Ministry of Environment as well as with other governance bodies of the SBCE. This activity will include mapping and profiling stakeholders; developing a stakeholder engagement plan; and designing a targeted communications strategy.
