In the Revolutionary Government of Zanzibar; the President’s Office Constitution; Legal Affairs; Public Service and Good Governance (POCLPG) has the responsibility of managing human resource information of public servants; while the President’s Office Finance and Planning (POFP); through its budget department; is tasked with payroll processing. As part of the digital transformation effort; the Government has designed and developed a web-based HR and Payroll System (HR-PayMIS) to improve efficiency; accountability and transparency in managing Government HR and payroll operations. The purpose of establishment of this system is to eliminate the existing challenge of the lack of accurate information of public servants and repeated incidences of inclusion of ghost workers in the Government payment system. The new system went live in February 2025; and has several modules; include an Operational Module; Salary Management Module; Deduction Module; Personal Information Module; Budget Module and others. Currently the system performs payroll processing; manages salary budgets; maintains employee personal information and loan management for approximately 43;292 public servants and is integrated with Zanzibar ID; ZSSF; Zanzibar Civil Status Registration Agency (ZCSRA). The HR-PAYMIS initiative is firmly anchored in the Zanzibar Development Vision 2050; which identifies digital transformation as a key pillar for elevating the archipelago to an upper-middle-income economy; and fully aligns with the upcoming Zanzibar Digital Policy; which mandates the use of digital technologies to ensure timely; effective; and cost-efficient public service delivery. As emphasized by the Zanzibar Digital Government Strategy (ZDGS) 2023–2027; systems like HR-PAYMIS; along with E-Office and ZanAjira; are transformative tools intended to streamline public administration; strengthen public finance management; and enhance overall governance efficiency. Improving and deploying HR-PAYMIS is therefore central to modernizing public service delivery in Zanzibar and is a core ambition of the POCLPG. By digitizing HR and payroll systems; the Government aims to unlock efficiency; transparency; and responsiveness—a foundational step toward realizing Vision 2050’s development trajectory and reinforcing POCLPG’s institutional modernization mandate. Despite the positive implementation progress to date; there have been some challenges and issues raised by various stakeholders regarding the performance; data accuracy; system integration; user roles and budget management controls of HR-PayMIS. There is also a need to assess data security; reliability; and scalability of the current system to ensure sustainability and alignment with international good practices. As such; the POCLPG; with support from the World Bank and the Government to Person (G2PX) Initiative; intends to address these challenges and inform future priorities for improvement and reform. This assignment will contribute by conducting a comprehensive review of the HR-PayMIS; providing recommendations for strengthening; upgrading; or re-engineering the system.
