II. ObjectivesThis study aims to support BERC and PetroBangla through technical assistance and capacity building activities aligned with international best practices in following areas: 1.      Regulatory Framework Development for Flaring and Methane Emissions Reductions including Reduction of Gas Losses: Strengthen capacity of BERC and PetroBangla to develop and enforce world-class regulatory standards and best practices for flaring reduction and methane management; including reduction of losses in gas supply value chain.2.      Gas Sector Planning and Procurement: Enhance capacity of BERC and PetroBangla in strategic gas sector planning tailored to Bangladesh's unique market conditions strategic; including LNG cargo scheduling; planning and procurement capabilities. I. Scope of WorkThe consultant will be required to conduct the following activities:1.1 Review and Gap Assessment*Conduct a comprehensive review of existing regulatory frameworks related to gas losses and flaring and methane emissions in Bangladesh*Assess current practices in gas sector planning (including demand and supply balance in the gas sector); procurement; and LNG cargo scheduling*Identify gaps in regulatory oversight; enforcement mechanisms; and monitoring systems*Benchmark Bangladesh's regulatory frameworks and current practices against international best practices*Evaluate institutional capacity of BERC and PetroBangla to implement and enforce regulations and best practices1.2 Stakeholder Consultations*Conduct interviews with key personnel at BERC; PetroBangla; and other stakeholders*Organize diverse focus group discussions with a variety of stakeholders to validate findings from the gap assessment*Engage with diverse industry representatives including upstream; midstream stakeholders and consumers of gas to understand practical challenges in implementation*Consult with international experts and organizations with experience in similar contexts1.3 Prepare Customized Materials*Prepare case studies of successful regulatory interventions and industry best practices from comparable jurisdictions*Develop training modules tailored to the specific needs identified during consultations1.4 Capacity Building Workshops*Conduct at least two face-to-face capacity building and training workshops for BERC and PetroBangla staff that covers the stated objective of this study*Advance knowledge transfer on regulatory development; enforcement; and compliance for BERC*Provide hands-on training on gas sector planning tools and methodologies*Establish mechanisms for continued learning and knowledge exchange
