1. Background The Government of Kyrgyzstan; with support from the World Bank; is preparing a new irrigation investment project aimed at enhancing agricultural productivity; resilience; and inclusive economic growth. To maximize development impact; the project intends to align irrigation investments with high-potential commodity value chains and support interventions that can crowd in private investment and generate inclusive employment opportunities; particularly for women and youth. The objective is to leverage the irrigation investment operation to enable private sector participation in high-potential agricultural value chains. This requires identifying areas where irrigation needs overlap with commodity clusters that present strong opportunities for private investment across the value chain—including production; aggregation; processing; storage and service delivery. Based on this overlap; the project seeks to identify potential public–private partnership (PPP) opportunities and assess the policy; institutional; and financing conditions necessary to make them viable. As part of the project preparation; a detailed assessment is required to prioritize commodity clusters; assess value chain readiness; and identify high-impact interventions that leverage irrigation infrastructure and enable private sector participation. This assignment will inform both the irrigation operation design—specifically how/through what activities private sector participation can be enabled through the project—and the geographic and commodity targeting of the project investments. 2. Objectives of the Assignment The main objectives of the assignment are to: - Map and prioritize commodity clusters with high potential for irrigation-linked value chain development. - Identify 3–4 priority commodity clusters and geographic areas that can maximize the benefits of irrigation investments and attract private participation. - Identify high-impact; implementation-ready interventions and potential private sector actors to be supported through the World Bank-financed project. - Develop draft Terms of Reference for future transaction advisory support to develop these interventions further.See TOR for more details.
