The objective of this project is to support six major Malagasy cities—Toamasina; Antsirabe; Mahajanga; Fianarantsoa; Toliara; and Antsiranana—in integrating climate resilience into their urban investment planning. The assignment includes the development of a practical guidance note and toolkit; including a Decision Support System (DSS); to help municipalities assess climate risks and prioritize resilient infrastructure investments. It also involves preparing three-year investment plans for each city that reflect local priorities and incorporate climate adaptation measures. The work will be carried out in close coordination with local and national stakeholders over a 12-month period.
