The objective of the technical assistance is to strengthen early warning to forest fires by designing a Forest Fire Early Warning System (FFEWS) from forecasting to rapid response; and building related capacity; in the Wilaya of Béjaïa in Algeria.1. The Forecast Component will include: a. The analysis of the existing data and system in the wilaya to identify the data and information needed to create fixed risk maps and daily risk index maps; b. The development of the said maps with the institutions involved including through capacity building/training; and c. The formulation of recommendations to strengthen/refine the maps. 2. The Alert and Response Component will include: a. The analysis of the existing alert mechanisms and assessment of current resources and procedures for forest fire response in the pilot Wilaya;b. The analysis of good/effective alert practices as well as successful rapid response practices around the Mediterranean region to identify strategies and methodologies that can be adjusted to the Algerian context;c. The formulation of recommendations to strengthen/refine alert methods and enhance rapid response methods; including investment planning and institutionalization aspects; andg. Providing capacity building for local authorities and stakeholders to use the system for early detection and response. Drawing from these analyses; the consultancy team should design the system; adapted to local context and involving all relevant stakeholders at the wilaya level.The main deliverables include: (i) a Forest Fire Early Warning System (FFEWS) Design Report including forecast; alert and rapid response; (ii) an operational forest fire risk mapping package; and (iii) a Training Toolkit and Capacity Building Package.
