1. PROJECT BACKGROUND
The World Bank Group (WBG) through its Ethiopia based Trade and Competitiveness (T&C) Investment Climate (IC) Program is assisting the Government of Ethiopia (GoE) put in place several business regulation reforms intended to enhance country’s investment climate. These reforms include changes to regulations, re-engineering of business processes within the regulatory agencies as well as implementing technology solutions to improve the delivery of services to businesses and improve business’ access to information on regulatory requirements. Some of the key automation initiatives will include automating the investor One Stop Shop (OSS) at the Ethiopian Investment Commission (EIC) and enhancing the business registry software system (Online Trade Registration and Licensing System – OTRLS) at the Ministry of Trade (MoT). The EIC automation will be done by customizing an existing WBG owned software system (named PermitFlow) that has been developed to automate similar licensing functions and is in use in several jurisdictions in East Africa. The work program with GoE will also entail capacity assessments, capacity building and the development of relevant reform workplans.
2. OBJECTIVES
The WBG is seeking an experienced software development firm (hereinafter “the Contractor”) with permanent offices and Amharic-speaking staff in Ethiopia configure and deploy an online investor facilitation system for the RIC OSS. The Contractor will receive training on PermitFlow and customize it to suit the requirements of EIC. The project shall be completed within ten months after the contract enters into force.
