Ukraine: Unbundling Options for Gas Transmission and Storage

A recent report, Ukraine – Unbundling Options for Gas Transmission and Storage, presents analysis and recommendations related to the restructuring of gas transmission and storage business lines of National Joint-Stock Company Naftogaz. The report evaluates transmission and storage unbundling options based on a multi-criteria assessment.

The assessment framework, including identification of feasible unbundling options and criteria, were agreed with the Ukrainian Government and sector stakeholders in November, 2015.

The assessment and recommendations were presented in January 2016 to a multi-stakeholder Working Group established by the Minister of Energy and Coal Industry to coordinate the technical assistance on Naftogaz restructuring.

The stakeholders included the Ministry of Energy and Coal Industry, the Ministry of Economic Development and Trade, the Office of the Presidential Administration, the Ministry of Finance, Naftogaz, the EC, EBRD, EIB, the Energy Community Secretariat and the World Bank. The reports were finalized following these consultations and feedback received.  

This report has been produced under a Joint European Commission - World Bank Facility to Support the Ministry of Energy and Coal Industry of Ukraine and Naftogaz for Modernization of Ukraine’s Gas Transit System – as well as financing provided by the World Bank’s Energy Sector Management Assistance Program (ESMAP).
