Helping Romania Improve Public Services with Better Human Resources Management
Romania is making significant efforts to transform its public administration through ambitious human resources management (HRM) reforms. HRM is the backbone of an effective and capable civil service, which in turn drives economic development and ensures quality services for citizens. Imagine a Romania where public services are efficient, responsive, and innovative. This vision can only become a reality with a strong HRM system in place. Attracting and retaining talent, boosting efficiency, and embracing new technologies are critical areas that need attention. Recruitment, training, and motivation are some of the key elements that help unlock the potential of the workforce. Without these, even the most talented individuals may struggle to make an impact. By focusing on HRM, the Government of Romania (GoR) aims to build a public administration that is trusted, efficient, and innovative, as HRM is not just about managing people; it's about building a better future for Romania.
The World Bank has been supporting the GoR to design and implement key HRM reforms across the civil service and the broader public administration. This support has been delivered through a combination of EU-funded Reimbursable Advisory Services (RAS) and trust funds (TF). World Bank ‘s technical contributions were incorporated into national laws and strategies, including support to the public sector wage system reform. The new competency-based recruitment system in line with European standards, which was designed under the project, will set the foundations for a more uniform and enhanced government service efficiency.
The Bank and the GoR have approached the HRM reform holistically and systematically, across all HRM functions and dimensions. Analysis, deliverables and results for each HRM function are listed further below, for more details.
