Social Cohesion and Resilience

The world faces an alarming rise in conflict and violence—with more violent conflicts today than at any time in the past three decades, and the largest forced displacement crisis ever recorded. These overlapping crises are eroding development gains and deepening poverty.

Development interventions can build trust within and between communities, as well as between citizens, the state, and the private sector when they help build social cohesion and address the drivers of fragility, conflict, and violence (FCV).

Leveraging Social Cohesion for Development Outcomes
This paper first offers a definition of social cohesion that highlights three sets of relations: those connecting individuals within a community, those connecting individuals across distinct communities, and those connecting individuals to people and structures in a position of power. It outlines strategies for diagnosing gaps in and tracking trends along these three dimensions, providing recommendations for teams designing social cohesion measurement strategies. Finally, the paper reviews evidence on what works to reinforce cohesion within community, to build trust across groups, and to strengthen citizen-state relations.
