Government policies have the power to transform lives. When policymakers understand who gains and who loses from their decisions—on tax reform, business regulation, electricity networks, healthcare, or agricultural policy—they can direct resources more effectively, design programs that reach those at the bottom of the income distribution, and build more equitable societies.

The challenge is that this evidence is often incomplete or not translated into action. Identifying who is affected by a given policy, why, and through which channels requires solid data and strong analytical capacity—tools that many countries are still working to develop. Building these foundations is one of the most consequential investments a government and its partners can make.

When governments have access to rigorous distributional evidence, they are better positioned to design policies that are not only more effective, but more equitable—ensuring that public resources reach the people who need them most.

Our in-depth analytics cut to the heart of what policies do and for whom—spanning sectors from agriculture and energy to health and beyond, and population groups from low-income households to women, children, and other vulnerable groups. At the heart of this work are Poverty and Equity Assessments: evidence-based country diagnostics that identify the drivers of poverty and inequality and translate findings into actionable policy priorities. These tools give governments and development partners a clear, evidence-based picture of where policies create opportunities, where they involve trade-offs, and which populations stand to gain or lose the most.

Sound analytics depend on quality data. We invest in strengthening national statistical systems—supporting countries in building the capacity to generate timely, reliable evidence that informs policy decisions across sectors and over the long term.

Beyond research and data, we engage directly with the policy challenges governments face. Working in response to country demand, we provide tailored technical assistance to government and work closely with development partners—ensuring that distributional evidence informs policy dialogue, shapes lending operations, and is embedded in program design, so that public and development resources translate into measurable improvements in the welfare of the populations they are meant to serve.
