OUR APPROACH TO DIGITAL PUBLIC INFRASTRUCTURE AND SERVICES
Despite the promise of digital transformation, many countries struggle to fully realize its benefits. Digital services are often fragmented, non-interoperable, and difficult for citizens and businesses to navigate. Weak governance frameworks, inadequate privacy protections, and limited cybersecurity measures can undermine trust in digital systems.
These challenges are compounded by underdeveloped digital markets and limited innovation ecosystems, which slow the creation, adoption, and scaling of new services. Without addressing these gaps, digitalization risks reproducing existing inequalities in access to services, jobs, and economic opportunities. Ensuring that digital public infrastructure is interoperable, trusted, and inclusive is therefore critical to delivering real benefits, connecting citizens and businesses to services, and supporting broad-based economic growth and opportunity.
A key priority is establishing the foundations—digital public infrastructure, enabling rules, and safeguards—that support trusted, scalable service delivery. The World Bank Group assists governments in strengthening legal and regulatory frameworks, promoting privacy and cybersecurity protections, and improving technical standards for interoperability. It also works to design next-generation digital government approaches, rethinking services end-to-end, streamlining processes, and integrating workflows so that citizens experience government as a cohesive, seamless system rather than fragmented portals.
Practical applications include government-to-person payments, social protection, health, education, agriculture, and civil service reform. The World Bank Group complements infrastructure investments with capacity building for public institutions, training for officials, establishment of digital training centers, and global knowledge exchange. By combining foundational systems, governance frameworks, human capital, and innovative service design, digital services can be more efficient, inclusive, and capable of supporting broad-based economic growth and opportunity.
