Digital technologies and AI are reshaping how countries deliver services, build human capital, and create jobs. From telemedicine and digital learning platforms to data-driven agriculture and technology-enabled social protection, digital tools are increasingly embedded across sectors. Yet gaps in connectivity, skills, institutional capacity, and trust continue to limit impact—especially for youth, women, rural communities, persons with disabilities, and populations in fragile and conflict-affected settings. Without inclusive digital ecosystems, the benefits of transformation risk deepening existing inequalities and constraining job creation.

Inclusive and resilient digital ecosystems enable individuals, communities, and governments to fully participate in the digital economy and access essential services. Digital systems can help workers become more productive, entrepreneurs reach new markets, and governments better target support—strengthening livelihoods while improving health, education, and social outcomes. A thriving digital economy fuels job creation, fosters innovation, and accelerates sustainable development. Expanding equitable access to connectivity, devices, digital literacy, and trusted platforms is essential to unlock productivity growth, support private sector development, and ensure that digital transformation contributes to long-term resilience, shared prosperity, and sustainable employment.

By promoting digital skills, supporting inclusive access to services, and enabling smart infrastructure and technology-enabled social programs, countries can maximize the benefits of digital transformation across sectors. Initiatives focus on connecting sector priorities with robust digital foundations, expanding opportunities for underserved populations, fostering innovation, and strengthening the use of data and AI to drive inclusive growth, enhance services, and create meaningful, sustainable jobs for the future.

Digital tools are integrated into health, education, agriculture, and social protection programs, ensuring sector priorities are reinforced by strong digital foundations, interoperable digital public infrastructure, and secure data and AI capabilities.

A central focus of these efforts is on jobs. By supporting digital skills development, enabling technology adoption, and strengthening policy and regulatory frameworks, countries can create conditions for businesses to grow, generate employment, and enhance workforce productivity. Digital platforms connect entrepreneurs, small and medium enterprises, and workers to markets, finance, and training opportunities, while also helping governments deliver more effective, data-driven services.

The work emphasizes inclusive, responsible systems to build trust and resilience. Investments in smart infrastructure—including intelligent transport, smart grids, digital urban management, smart agriculture, and water systems—enhance efficiency, support innovation, and promote sustainable growth while opening new employment opportunities. Complementary efforts in fintech, digital trade, and e-commerce leverage the broader digital economy to drive inclusive prosperity.

Through partnerships with governments, the private sector, civil society, and international organizations, the World Bank Group combines policy reform, financing, and technical assistance to scale practical, country-tailored solutions. These efforts ensure digital transformation generates meaningful jobs, strengthens institutions, accelerates cross-sectoral development impact, and fosters equitable, secure, and sustainable growth across societies.
