On Oct. 25, 2021, the World Bank paused disbursements in all of its existing government-led operations in Sudan and stopped processing any new operations due to the developments in the country. These measures were adopted in accordance with the World Bank Operational Policy 7.30, Dealing with De Facto Governments. These policies and procedures determine current and further steps in relation to operations in Sudan.

The World Bank is committed to remain engaged in Sudan to address immediate needs and preserve development gains. Currently, the Bank's focus lies on offering support in line with the World Bank’s 2020 FCV Strategy: staying engaged and preserving institutions and human capital, supporting the most vulnerable population.

Despite the outbreak of conflict in April 2023, the Bank is supporting the Sudanese people through the:

Sudan Thabat-Enhancing Community Resilience Project ($240 million) for bolstering community resilience through improved access to basic services and food security.

Primary Education Emergency Support Project ($41.9 million), implemented by UNICEF, is supporting reopened schools in target states and learning continuity in the country.

Health Assistance and Response to Emergencies Project ($82 million) is helping restore access to a basic package of health and nutrition services and preserve the main elements of essential public health functions.

Emergency Crisis Response Safety Net Project ($100 million) which provides emergency support to vulnerable and food-insecure people in 11 states.

Accelerating Sustainable and Clean Energy and Digital Access Transformation Project ($76.3 million) addresses urgent electricity needs and expands access to electricity and digital services to 150,000 people, supports healthcare and education systems, and creates jobs through renewable energy and digital service provisions. The project will strengthen the private sector, empower communities, and lay groundwork for long-term recovery and inclusive growth.
