Morocco Country Partnership Framework (CPF) FY26-FY35
The World Bank Group’s Country Partnership Framework (CPF) for Morocco (FY26–35) sets out the strategic vision for WBG engagement over the next decade. Aligned with the Kingdom’s New Development Model, it aims to support the creation of more and better jobs by deploying financing, knowledge, and private sector solutions to accelerate Morocco’s transition toward a more productive, inclusive, and private sector-led growth model.
The CPF is organized around three strategic priorities: improved productivity and competitiveness of firms; inclusive, connected, and resilient territories; and strengthened human capital. Progress toward more and better jobs will be tracked as a cross-cutting outcome across all three priorities.

Strategic Overview
Morocco is at an inflection point. Strong foundations are in place, including a clear long-term vision articulated in the New Development Model, an ambitious reform agenda, sound macroeconomic foundation, ongoing structural reforms, and a favorable geostrategic position. The World Bank Group's Country Partnership Framework (CPF) outlines a new partnership with Morocco over the next decade to help accelerate the country's transition toward a more productive, inclusive, resilient, and private sector-led economy. Building on lessons from previous engagement, the CPF brings IBRD, IFC, and MIGA together as one World Bank Group, pairing financing and knowledge with their combined ability to mobilize private capital at greater scale and ambition. It is organized around three strategic outcomes all leading to more and better jobs: improving firm productivity and competitiveness; building inclusive, connected, and resilient territories; and strengthening human capital.
Annex 1: Results Matrix: Intervention Logic and Short-term Business Planning
The Results Framework Annex documents the intervention logic underpinning each of the CPF's three strategic priorities, tracing the pathways through which WBG engagement is expected to contribute to the overarching goal of more and better jobs. For each priority, the annex sets out the key outcomes and their associated indicators — including those drawn from the WBG corporate scorecard — alongside the business planning that will guide implementation through ongoing and pipeline operations, knowledge work, and advisory services. Baseline values and targets are defined to enable systematic tracking of progress toward creating more and better jobs throughout the CPF period.
Annex 2: Financing and Implementation Arrangements
Outline of the financing and implementation arrangements, key partners, and potential risks associated with the Morocco CPF. It provides a detailed overview of the delivery approach, business planning process, and coordination mechanisms that will support CPF implementation.
