Overview

Promoting climate action that takes into account fragility, conflict, and violence (FCV) is crucial to helping countries affected by these issues to adapt to the mounting impacts of climate change. Adopting an FCV-sensitive approach to climate programming is crucial for two reasons. First, climate interventions in FCV contexts often require different priorities than those in other low-income settings: they must be designed for environments where governments are vastly overstretched, institutional capacity is minimal, and persistent insecurity can undermine even the most robust programs. Second, without a clear understanding of how projects interact with local tensions, climate initiatives risk inflaming conflict dynamics and deepening the vulnerability of the very communities they aim to protect.

To support the development and adoption of an FCV-sensitive approach to climate action, both within the World Bank and across the broader development space, this document presents a novel Framework for promoting FCV-Sensitive Climate Action. The Framework includes two core elements: i) outlining several principles for FCV-sensitivity that can be applied in all settings, and ii) providing guidance on tailoring climate action to the unique challenges, needs, and capacities of different fragile and conflict-affected environments.

Highlights:

  • The first part of the Framework for FCV-sensitive Climate Action is built around five critical issues to consider in designing and delivering climate-related interventions in settings affected by FCV. They relate to all aspects of programming, ranging from the need to carry out thorough FCV assessments through ensuring effective coordination between development, risk reduction and peacebuilding actors. All five issues highlighted in the Framework can be applied universally, regardless of what types of FCV-threats are facing the location of interest.

  • The second step in the Framework seeks to ensure that FCV-sensitive guidelines are tailored to the diversity of different FCV settings. Five illustrative—and often overlapping—FCV characteristics, highlight the various factors that should be incorporated into FCV-sensitive climate action.
 
  • For each illustrative characteristic of FCV, the Framework for FCV Sensitive Climate Action describes: i) the primary FCV threats that affect them; ii) the implications of climate and FCV interactions for delivery of climate action; and iii) recommendations for tailoring FCV-sensitive climate action to each set of characteristics.

Recommendations:

The report offers a range of recommendations for advancing climate action that is sensitive to FCV across diverse settings. It explores the necessary questions and actions to ensure that climate-related activities are mindful and responsive to specific FCV threats and vulnerabilities. Additionally, it emphasizes the importance of prioritizing the most vulnerable regions and sectors while minimizing the risk of maladaptation.
