Development Challenge
India’s growing middle class is driving rising demand for premium fruit. In Himachal Pradesh, India's second largest apple producing state, the opportunity has remained largely untapped. For example, this mountainous state's apple orchard areas faced structural decline: traditional orchards offered poor fruit yields and with inadequate quality standards, driven by lack of expertise in intensive orchard management, and insufficient capacity of local nurseries to rapidly produce superior apple tree varieties.
Results
Jobs created and improved: Over 93,800 farmers trained; more than 134,000 direct beneficiaries (29 percent women); 84 enterprises and 30 Farmer Producer Companies created. Women lead 34 percent of enterprises, 27 percent of Farmer Producer Companies.
Productivity tripled: Rejuvenated orchards went from 7 to 23.8 tons/ha (2016–2024); new high-density plantations reached 40.7 tons/ha within seven years.
Fruit quality improved: Grade-A production rose from 40 to 52 percent among project farmers while non-project orchards showed no change during the same period.
Higher-skilled jobs: Workers trained in canopy management and fertigation earn 50 percent higher wages.
Nursery sector transformed: Number of private nurseries grew from 100 to 700 (2016–2024); market shifted from 20 to 50 percent clonal rootstock-based planting material. Five million plants imported by project and private sector helped build local capability to multiply and distribute superior planting material more quickly in response to market demand.
WBG Approach
The main investment focused on sharing global expertise to help local farmers improve orchard management and produce better planting material more quickly. International scientists from New Zealand, the Netherlands, and Serbia delivered field-based training (90 percent hands-on in orchards), developed Himachal-specific technical guidelines, and trained 40 master trainers, while the project also helped domestic nurseries absorb imported clonal material and improve their ability to reproduce it locally. The project drew on FAO technical expertise to shape skills — from nursery certification standards and planting material labelling to post-harvest quality grading — embedding international best practice across the state's horticulture industry. The project established 261 clusters, pairing irrigation infrastructure with modern horticulture skills, and invested in marketing, processing, and Farmer Producer Companies so that improved production and planting material could respond to market demand without depressing producer prices.
Contribution to WBG Targets and Jobs
This project advances the WBG’s focus on more and better jobs. Trained orchard workers earn approximately 50 percent higher daily wages (Rs. 750 vs. Rs. 500). Women lead 34 percent of supported enterprises and 27 percent of Farmer Producer Companies. Intensive orchards generate an estimated 1.5–1.7 full-time job equivalents per hectare across the value chain, with downstream employment multipliers of 0.5–0.7x through cold storage, packing, and logistics operations established under the project.
Lessons Learned
Technology needs technicians: High-value horticulture succeeds only with skilled workers in both orchard management and nursery propagation. Every technology and planting-material investment must be paired with training.
Build service ecosystems, not dependencies: Selling imported planting material at market rates spurred 600 percent private sector growth and helped create a self-sustaining nursery and skills ecosystem for rapid local multiplication.
Match skills to farmer capacity: Medium-sized trees on hardy rootstocks proved optimal, aligning technology with local management capabilities.
Pair on-farm improvement with market development: Boosting production without markets risks price collapse. Linking farmers to new markets ensures price rise alongside output.
Next Steps
The transformation is now self-sustaining—private nurseries provide half of quality planting material. Orchard renewal is accelerating from 2–3 percent to 5–10 percent annually. Key priorities include establishing certification for nursery technicians and quality graders, strengthening the local multiplication of superior imported planting material so supply can respond faster to market demand, and extending lessons from apples to floriculture, fisheries, vegetable seed, and other value chains where Himachal Pradesh holds a comparative advantage. The skills-first model — combining orchard management with planting-material multiplication — can be applied directly to Uttarakhand, Jammu & Kashmir, and Northeastern states, with replication potential in Bhutan, Nepal, and Lesotho.
