However, significant variation exists in the implementation of business regulations and public service delivery, particularly in the areas of Business Insolvency, Dispute Resolution, and Utility Services.
  • Business Entry is the best performing topic (average 88.1), with a fully digital, low-cost, and standardized process. Dispute Resolution is the lowest-scoring topic (average 67.1), hampered by absent specialized courts, staffing gaps, slow expert opinion delivery, and underdeveloped e-justice services.
  • Brno stands out for its consistent high performance across  most areas, especially Business Insolvency, Utility Services, and Dispute Resolution, reflecting strong implementation and supportive institutional environment. Prague is close behind but characterized by heavier caseloads and higher procedural complexity. Liberec and Plzeň excel in Business Entry and Business Location, indicating local capacity and coordination, not size, drive results and enable peer learning.
  • Liberec demonstrates the widest range in performance, with an almost 24-point gap between its highest and lowest topic scores, while Brno shows the most balanced performance across all five topics, with only a 16-point spread—indicating strong consistency in regulatory and service delivery.
  • Czech cities perform strongest in Regulatory Framework (Pillar I), followed by Public Services (Pillar II), while Operational Efficiency (Pillar III) lags significantly behind. This highlights a persistent gap between legal frameworks and actual implementation, most evident in Business Location and Business Insolvency.
