Yokohama City experienced significant urban issues in the past when a strong economic growth took place and population increased dramatically in the city.  In response, Yokohama introduced various development projects and regulative measures, each designed to ensure integration with other measures, consistent and long-term implementation, and active participation of citizens and the private sector.  As a result, Yokohama has transformed itself from a degrading suburban residential town into an eco-friendly, livable city with a strong economic base.   

Yokohama's comparative advantage lies in compact and smart area development, transit-oriented development, mobility planning, comprehensive urban environment planning (source segregation to disposal and integration of solid and wastewater treatment, etc.) with relevant experiences in the area development of Minatomirai 21, Kohoku New Town and Kanazawa Reclamation Development.  The city also boasts of accumulated substantial experiences in solid waste reduction through citizen participation, sludge treatment, etc.
