The Tokyo Development Learning Center (TDLC) participated in the 2026 World Winter Cities Association for Mayors (WWCAM) Forum held in Sapporo. The WWCAM is a network led by the slogan “winter is a resource and an asset,” bringing together winter cities from around the world to share technologies, experiences, and initiatives. Sapporo, the host city, recently joined the City Partnership Program, bringing its innovative and sustainable expertise in urban development into TDLC’s knowledge network.
The forum gathered practitioners and representatives from Rovaniemi (Finland), Taebaek and Inje County (Republic of Korea), who discussed practical insights on winter operations, energy efficiency, and climate‑resilient urban design.
As part of the program, Jon Kher Kaw, Senior Urban Development Specialist and TDLC Technical Lead, delivered a presentation on “Livable Cities for a Livable Planet.” He emphasized the vital role cities play in climate action, highlighting how cities in cold climates face amplified energy and service challenges but also have strong opportunities to lead in efficient, resilient, and low‑carbon urban development.
TDLC’s participation in the WWCAM Forum reinforces its commitment to facilitating city‑to‑city learning and supporting practical solutions for livable, climate‑responsive urban environments worldwide.
