The World Bank Tokyo Development Learning Center (TDLC), a knowledge hub for urban development, supports knowledge sharing and collaboration to promote inclusive and sustainable cities. As part of these efforts, TDLC will host a Public Forum: Pathway for Strengthening Ukraine’s Urban Reconstruction Efforts on April 10, 2026.
As Ukraine faces extensive urban damage and severe disruption of essential services, reconstruction needs are rapidly increasing across key sectors, including housing, land, and debris management. Urban reconstruction goes beyond infrastructure restoration; under constrained fiscal resources, Ukraine faces the critical challenge of rebuilding cities in ways that are inclusive and sustainable.
This forum will present:
Ukraine’s urban reconstruction strategies from the national government perspective
Perspectives from local governments on the front lines of recovery
Support initiatives by Japan and the World Bank
Through dialogue among stakeholders, the forum will explore concrete pathways to accelerate urban reconstruction. The program will feature a keynote address by Ukraine’s Deputy Minister Nataliia Kozlovska of the Ministry for Development of Communities and Territories (MDCT). The forum will also include a roundtable discussion with representatives from Ukrainian municipalities including Zaporizhzhia, Mykolaiv, Bucha, and Makariv, presentations on Japan's support by Mr. Kenichiro Tachi (MLIT) and Mr. Makoto Kanagawa (JICA), as well as a lightning talk by Japanese startups and networking with Ukrainian delegation.We warmly invite those engaged in reconstruction support, urban policy, infrastructure development, and public–private collaboration to join this timely discussion.
