Nexus Strengthens Skills Alignment for Jobs in Tunisia’s Agri-Food Sector

Building on partnerships established in 2023, the Nexus Skills & Jobs for Youth project continued implementation in 2025, scaling training delivery and strengthening alignment between vocational education and private sector demand.

Launched in 2023 under the TRACE (Tunisian Rural and Agricultural Chains of Employment) Program—part of the Tunisia Economic Resilience & Inclusion (TERI) Umbrella Program 2.0—the project aims to enhance the economic inclusion of women and youth in Tunisia’s agri-food sector. It supports the Agricultural Extension and Training Agency (AVFA), the National Agency for Employment and Self-Employment (ANETI), and the National Observatory for Employment and Qualifications (ONEQ) through a partnership between the World Bank and the Government of the Netherlands.

Results Exceeding Initial Targets

As of the end of 2025, the project has surpassed its main objectives.

 

Nexus Results and Impact

These outcomes reflect the expansion of partnerships with private enterprises and the scaling-up of demand-driven training across multiple regions.

Strengthening Institutional Capacity

Beyond training delivery, Nexus has supported institutional and systemic improvements.

Nine training modules—seven focused on soft skills and two technical modules on Hazard Analysis and Critical Control Points (HACCP) and date valorization—were developed in consultation with private sector partners. Through structured Training-of-Trainers programs, AVFA strengthened its internal capacity to deliver continuing education aligned with agri-food enterprises’ needs.

In parallel, eleven AVFA centers have received equipment support, including agro-processing tools, greenhouse infrastructure, digital learning equipment, safety systems, and renewable energy installations. These investments are improving training conditions and operational sustainability.

Beyond AVFA, Nexus supported a comprehensive labor demand assessment conducted in close collaboration with ONEQ. The study engaged over 600 agri-food enterprises across multiple value chains, generating insights to inform skills development and improve alignment with labor market demand.

The project also contributed to the review of 32 agri-food job profiles under the Tunisian Occupational and Skills Framework (RTMC) of ANETI, supporting improved alignment between occupational standards and labor market realities. 

These activities contribute to strengthening the broader skills ecosystem in Tunisia.

Expanding Public–Private Collaboration

Partnerships with four agri-food and distribution companies—Hicha Joy, Grow Tunisia, Rainbow Horticulture Tunisia, and Magasin Général—enabled co-designed training programs for newly recruited workers.

Through these partnerships, workers received targeted training aligned with company-specific needs, contributing to the 950 jobs supported under the project.

Nexus PPP Partnerships

Training sessions, site visits, and hands-on workshops illustrate collaboration between vocational institutions and private agri-food enterprises under the Nexus initiative.

Additional partnerships in the fishing and olive oil value chains have been signed and are expected to be operationalized in 2026.

A Human Dimension 

When Monia joined Hicha Joy in 2024, she was at the beginning of her professional journey. Through soft skills training supported by Nexus, she strengthened her confidence and workplace competencies. Within a year, she progressed from an entry-level role to a supervisory position, reflecting how structured skills development combined with formal employment opportunities can support professional advancement.

Looking Ahead 

In its final phase, Nexus will focus on:

  • Completing equipment procurement and installations 

  • Expanding partnerships in the fishing and date value chains

  • Rolling out additional technical modules 

  • Conducting beneficiary surveys and institutional case studies

The project provides evidence that closer alignment between vocational training institutions and private sector demand can contribute to improved employment outcomes while reinforcing institutional capacity within Tunisia’s agri-food sector.
