Multi-Stakeholder Engagement and Coalitions for Reforms - Activities
1. The Coalitions for Reforms Global Program
The Coalitions for Reforms (C4R) Global Program is dedicated to supporting reform and policy implementation by fostering awareness, enhancing capacity, and advocating for a comprehensive approach to coalition-building and change management. C4R emphasizes a human-centered and contextually aware approach to development, highlighting the significance of interpersonal dynamics, organizational culture, and behavioral sciences in the design and implementation of policies. The program operates across three key areas: Collaborative Leadership, Multi-Stakeholder Engagement, and Strategic Communications. Through these focus areas, C4R seeks to catalyze collective action for reforms by uniting stakeholders around shared objectives and facilitating the adoption of effective strategies to bridge the gap between policy design and execution.
| | The program has supported policy dialogue and operational work in several countries. In Haiti, elements of the C4R approach were introduced in the project appraisal document for the Strengthening Public Sector for Service Delivery project. In Ghana, in collaboration with the Open Government Partnership, the program is financing activities related to renewing the Ghanaian social compact, a civil society-led effort to develop a shared long-term vision for development of the country and rally citizens behind it. Similarly, in Burkina Faso the program provides complementary technical assistance support to the USD 150 million Local Governance for Basic Services & Resilience World Bank Program, as the country team seeks to use coalition building to strengthen the redeployment of human resources at the local level and achieve adequate collaboration between local actors after crises. |

| On September 16 and 17, 2025, the World Bank hosted the first Global Forum on Coalitions for Reforms. The Global Forum highlighted the progress made by governments, partners, and the World Bank on using collective action to address complex development challenges and implement successful reforms. Participants shared and connected on the cutting-edge of coalition-building, leadership, strategic communications and change management for reforms and policy implementation with global leaders, academics, and practitioners. |
2. Social Contract in the Sahel and Cameroon
The G&I-funded work in the Sahel and Cameroon helped raise awareness, enhance project impact, bridge policy gaps, and inform discussions on fortifying social contracts.
In Cameroon, an assessment dashboard was created focused on the enhancement of the social contract, and discussions were initiated to incorporate it into the World Bank’s Country Partnership Framework. Several framework documents on information access and civil society engagement, aimed at improving trust and public policy outcomes, were produced. Building on this work, the project is preparing further engagement in Cameroon and is expected to complement the Local Governance and Resilient Communities World Bank Project.
The team also launched the Sahel Governance Sounding Board with a range of convening and knowledge sharing events addressing the multifaceted crisis in the region.
