What PIUneer Is?

PIUneer (Project Implementation Units for Results) is a joint platform of multilateral development banks (MDBs) and development partners to strengthen how development results are delivered - not just measured. It builds a shared foundation for the next generation of results professionals - unified by shared standards, connected to country systems, fluent in emerging technologies, and capable of driving real, lasting impact in development projects. PIUneer embeds results into implementation - using evidence in real time to inform decisions, manage trade-offs, and improve outcomes as projects evolve.

Why It Matters?

Development is operating under tighter fiscal constraints and higher expectations for results. Systems, however, remain fragmented and capacity uneven. More than 1,200 indicators are tracked across multilateral institutions with limited alignment. Training pathways and professional pipelines are underdeveloped in many countries. Data availability is expanding rapidly, but the ability to use it effectively is not keeping pace.

These gaps affect both public and private sector operations and limit the ability to translate financing into outcomes.

How It Works

PIUneer combines shared standards with applied learning to build results capability where it matters- inside projects and country systems.

Participants move through a structured program that links core M&E skills with data science, delivery approaches, behavioral science, and new technologies, such as AI, geospatial data, and digital platforms. Training covers the full chain - from defining outcomes and generating evidence to using data to guide implementation and inform decisions.

Delivery is global in standards and local in execution. A common curriculum is delivered through regional institutions, with participants applying tools directly to their own projects, supported by coaching and peer exchange.

This approach builds a consistent pipeline of practitioners able to translate data into operational decisions.

How Financing Works

PIUneer is established as a window of the World Bank Group’s Global Data Facility (GDF) Trust Fund. Partners support PIUneer through financial contributions to the trust fund. These pooled resources finance the development and delivery of the platform, including curriculum design, quality assurance, learning systems, and the rollout of initial cohorts.

This model enables coordinated investment across institutions, reduces duplication, and supports scaling through a single, shared platform.

Partners may also support specific PIUneer activities through direct financing (e.g., training delivery, venues, or service providers). Contributions through the trust fund remain the preferred approach to ensure coherence and consistency across the platform.
