01:13 But what I want to do is to take a minute to
01:16 let you know why the World Bank is sponsoring the JKC.
01:19 You know,
01:20 the need and intent to collaborate and
01:22 coordinate among coastal fisheries stakeholders exists.
01:26 The challenge we face is how to bring each of us together
01:29 in a fruitful
01:31 and effective manner.
01:32 Now,
01:32 the World Bank is sponsoring the global
01:34 knowledge competition to overcome this challenge.
01:37 We believe that through the JKC
01:39 we,
01:40 we will,
01:41 we can foster coalition building
01:43 among coastal fisheries stakeholders
01:45 that leads to collaboration and coordination that helps
01:48 solve the problem of overfishing in coastal waters.
01:52 So I invite you to do 3 things.
01:54 One is,
01:54 as Momo said,

01:58 to learn more about the JKC,

02:42 The agenda today is we're going to introduce the competition.
02:45 We're going to talk about the goals and objectives.
02:48 We will talk through kind of the application process,
02:50 the eligibility criteria.
02:52 There are incentives for joining and
02:55 we will talk through those.
02:56 We will mention what the judging criteria is,
02:59 um,
02:59 so the evaluation process basically for this competition,
03:03 um,
03:03 we will talk through the competition timeline.
03:06 And
03:07 a really important component today is we're going to talk about,
03:10 um,
03:10 the,
03:11 you know,
03:11 the frequently asked questions.
03:13 Um,
03:14 these
03:14 questions fall into three larger buckets,
03:17 so the application process,
03:19 kind of the,
03:19 the,
03:20 the,
03:20 the competition process,
03:21 so we're coaching and mentoring,
03:23 and acceleration,
03:25 um,
03:25 happens,
03:26 and then,
03:26 um,
03:27 kind of post-competition,
03:28 um,
03:29 um,
03:30 the post-competition phase.
03:32 Um,
03:32 we
03:33 will be updating the frequently asked questions.

03:38 we will be updating that based on any questions that appear here today,

05:19 and supporting us in ensuring that the word of this competition gets out.
05:23 So they're helping us in promotion
05:25 and outreach.
05:26 Um,
05:26 a lot of our partners have agreed to support in
05:29 a mentoring and coaching process.
05:32 Um,
05:32 others are going to be involved in
05:35 the judging process.
05:36 Um,
05:37 and others again will be supporting coalitions,
05:41 winning coalitions
05:42 in acceleration post competition.
05:45 Um,
05:46 so we're really excited to have all of these partners on board and a
05:49 really big shout out and a thank you to all of those partners.

05:58 what is exactly is this competition?
06:00 Basically,
06:01 we want to use this competition
06:03 as a means of
06:04 mobilizing change through innovative and forward-thinking solutions
06:09 to overfishing
06:10 and build on an identified need for
06:13 increased coordination and collaboration amongst fishers and
06:16 the wider associated stakeholders.
06:19 Um,
06:20 the competition is focused on the coastal fisheries of four countries,
06:24 and that those countries are
06:25 Cabo Verde,
06:26 Ecuador,
06:27 Indonesia,
06:28 and Peru.
06:30 Next slide.
06:33 And what we're really trying to do here is
06:35 we're
06:36 trying to solve
06:38 quite an intense problem and the,
06:40 the problem of overfishing.
06:42 So,
06:42 um,
06:43 the World Bank's report,
06:44 the Sunken Billions Revisited,
06:47 um,
06:47 has identified that approximately 83 billion
06:51 in economic benefits are lost,
06:53 um,
06:54 are lost through overfishing.
06:56 So we would
06:58 like to
06:59 Basically find,
07:00 find ways
07:02 to to have this,
07:03 this lost money
07:05 reinvested in people,
07:06 communities and economies.
07:08 So that's what we're looking for through this competition.
07:11 We're looking for solutions that can help us
07:13 move towards solving
07:15 this problem of overfishing.
07:18 Next slide.
07:22 OK,
07:23 the solution sought.
07:24 Um,
07:25 this is really getting into the eligibility criteria.
07:29 So
07:29 to be eligible,
07:31 proposed solutions
07:33 must work
07:33 to reduce overfishing.
07:35 So that's a really,
07:35 really core component
07:37 of this competition.
07:38 Um,
07:39 we're aiming to promote the sustainable,
07:41 um,
07:42 use and management of coastal fisheries by addressing the tragedy of the commons
07:46 through improved coordination among fishers
07:48 and increased collaboration across stakeholders.
07:51 So,
07:51 as most of you,
07:52 I'm sure know,
07:53 the tragedy of the commons is a metaphor coined by
07:57 um Garrett Hardin in 1968,
07:59 which basically refers to a situation in which
08:02 individuals with access to a shared natural resource,
08:06 such as wild capture fisheries,
08:08 um,
08:08 act in their own interest and as a result,
08:11 deplete the resource.
08:13 So,
08:14 just a few points to note here.
08:16 We are looking for
08:18 Um,
08:18 solutions that focus on the coastal waters
08:20 of one of the four participating countries.
08:23 Um,
08:24 Where fish stocks are already degraded,
08:27 we would like the solutions to include biological restoration of fish stocks
08:32 and to rebuild the fisheries
08:34 to productive and sustainable levels.
08:37 We feasible and relevant
08:40 to participating um solutions and projects.
08:43 We would like
08:44 alternative industry structures or practices
08:48 to enable better collaboration and new approaches
08:50 to be incorporated.
08:53 We,
08:54 um,
08:54 would like to see enhancement of post-harvest value.
08:58 Again,
08:59 this won't be relevant to every solution,
09:01 but it will be,
09:02 it,
09:02 it is an important piece that we see,
09:05 um,
09:06 that we see and,
09:06 and would like to see reflected in,
09:08 in some or all of the solutions.
09:10 And,
09:11 um,
09:11 additionally,
09:12 the incorporation of innovative financing mechanisms
09:16 will also be,
09:17 um,
09:18 will also be looked on favorably.
09:20 Um,
09:20 next slide.
09:24 So
09:25 this is basically to summarize what those points I've just made.
09:29 Um,
09:29 we have a nice diagram here which basically focuses
09:32 on what these solutions should try and incorporate.
09:35 We want to see increased coordination
09:37 amongst fishers and collaboration across stakeholders.
09:40 Um,
09:41 we'd like to see restoration of degraded fish stocks,
09:44 increased post-harvest value,
09:46 catalyzing alternative industry structures or practices,
09:49 and attract
09:51 innovative financing solutions.
09:54 I'm going to,
09:54 like,
09:55 focus here on um
09:56 the coordination and collaboration component.
10:00 Um,
10:00 I've mentioned it a few times,
10:01 and it really is
10:02 something that has,
10:03 has,
10:04 um,
10:05 built the basis of this,
10:06 of this competition and what we hope will be
10:09 a really core part of the solutions.
10:11 So
10:12 we're,
10:12 we're saying that coordination amongst fishers is really important.
10:16 And the reason for that is
10:18 to manage fishing levels
10:19 and fishing timing,
10:21 coordination amongst fishers who are actually
10:24 doing the fishing is really necessary.
10:26 So we see that coordination at the community level amongst fishers as really core.
10:31 But then we also,
10:32 we want to generate incentives for fishers to
10:35 reduce or croak or coordinate their fishing.
10:38 So collaboration across actors upstream and downstream in the seafood value chain
10:42 are also crucial.
10:44 So,
10:45 just to,
10:45 to show the difference there between the coordination
10:48 amongst fishers and the collaboration across the stakeholders.
10:51 Um,
10:52 next slide,
10:52 please.
10:55 OK,
10:56 who can apply?
10:58 The competition is open to established or newly formed coalitions,
11:02 as well as individual organizations seeking coalition partners,
11:06 working in coastal fisheries in the four mentioned countries,
11:10 Cabo Verde,
11:10 Ecuador,
11:11 Indonesia,
11:11 and Peru.
11:13 So coalitions must comprise two or more collaborating organizations.
11:18 Two of the organizations must have
11:20 ongoing operations in the target competition country
11:24 during the competition and must include at least
11:26 2 of the following types of organizations,
11:30 fishing and coastal communities.
11:32 Businesses,
11:33 nonprofit organizations.
11:36 We're also um
11:37 looking for coalitions
11:39 to include wider stakeholders.
11:41 It could be civil society organizations,
11:43 government,
11:44 technical assistance providers,
11:46 and other entities working towards productive and sustainable fisheries.
11:52 So just to go back to that idea of coalitions,
11:55 um,
11:56 it's really only a coalition that can,
11:59 um,
11:59 that can,
12:00 um,
12:01 be,
12:01 um,
12:02 named the winner of this competition.
12:05 So we
12:06 want coalitions to apply,
12:08 but we are also fully aware
12:09 that,
12:10 um,
12:11 That there are not maybe that many active coalitions out there.
12:15 So we're also saying that individual organizations can apply,
12:19 as long as there is the intention within the scope or within the,
12:22 within the framing of this competition
12:26 that um individual organizations
12:29 can apply
12:30 if they are willing to form a coalition
12:32 within the scope of the competition,
12:35 and help will be supported to do that.
12:38 Um,
12:39 so we encourage
12:41 all interested and eligible individual organizations to apply.
12:44 Um,
12:45 we would have one contact person from an
12:48 organization in the coalition to submit the application.
12:51 And
12:53 more information on kind of the eligibility criteria.
12:56 There's um specifications on age of applicants and those kind
13:00 of things can be found in the terms and conditions.
13:02 So that's on the website.
13:05 Um,
13:06 next slide,
13:07 please.
13:09 OK,
13:09 why apply?
13:10 Um,
13:12 So,
13:14 why would coalitions or organizations apply?
13:17 Basically,
13:18 we are,
13:19 we are hoping that this competition offers an opportunity
13:23 for coalitions who have innovative ideas
13:27 to receive promotion and support.
13:29 So,
13:30 um,
13:30 of each of the four,
13:32 countries that I've mentioned,
13:33 each country would have a winner and a runner-up.
13:37 However,
13:38 um,
13:38 all eligible,
13:40 um,
13:41 all eligible coalitions or applicants,
13:43 um,
13:44 will receive acceleration and capacity building services.
13:48 So,
13:48 as soon as your,
13:49 um,
13:49 entry is seen as eligible,
13:52 you will then be put into a pool
13:54 to go into a coaching and mentoring process.
13:57 Um,
13:58 Once we get to a,
14:00 um,
14:00 um,
14:01 an announcement of winners,
14:03 winners will receive recognition on the website.
14:06 There will be promotion and outreach
14:09 related to the winners,
14:10 um,
14:12 through our networks,
14:13 through our partners' networks,
14:15 um,
14:15 the ideas,
14:16 the solutions,
14:17 they will be promoted.
14:19 Additionally,
14:19 there will be
14:20 a global knowledge sharing event.
14:22 So this will be post competition when the winners have been announced.
14:26 The winners and runners up will be given
14:28 an opportunity to share their ideas at this knowledge sharing event.
14:32 Um,
14:33 at this knowledge sharing event,
14:34 there will be seafood supply chain businesses,
14:37 other sustainable fishery constituents,
14:39 um,
14:39 funders,
14:40 donors,
14:41 um,
14:42 at this event,
14:43 and
14:44 the,
14:44 the winners will be introduced and given a stage,
14:47 um,
14:48 to promote their ideas and promote their solution publicly.
14:53 Um,
14:54 next slide.
14:57 The coaching and mentoring process,
14:59 which I just mentioned.
15:00 So,
15:00 yes,
15:01 competitors
15:02 will have to pass an eligibility screening,
15:04 and then will receive coaching and mentoring
15:07 prior to the shortlisting of applications.
15:10 So during the coaching and mentoring period,
15:12 competitors will have a one-time opportunity to resubmit a revised application.
15:17 So,
15:18 um,
15:18 applicants will
15:20 um application support will depend on
15:23 the applicants being interested and committed
15:25 to a coaching and mentoring process.
15:28 So what we will do here is,
15:30 as I have mentioned,
15:31 we have a list of global partners
15:34 and
15:35 we will have our applicants.
15:37 We will do a matchmaking service where
15:39 we will identify
15:41 um through the eligibility screening process,
15:44 we will identify
15:46 Any
15:47 gaps or weaknesses in the applications,
15:50 um,
15:50 of,
15:51 um,
15:51 coalitions,
15:53 and we will match these kind of gaps and weaknesses with the skill sets of our,
15:58 um,
15:58 approved
15:59 coaches and mentors.
16:01 And then there will be a period of men mentoring and coaching.
16:05 Um,
16:07 So,
16:07 um,
16:07 I think it's important to mention here that
16:10 we do have a very diverse set of,
16:12 um,
16:13 agreed coaches and mentors.
16:15 I'm going to give a couple of examples here from our global
16:18 mentorship,
16:18 um,
16:19 offering organizations.
16:21 Um,
16:21 one is Monterey Bay Aquarium Seafood Watch,
16:23 who,
16:24 for example,
16:25 have a,
16:25 a set of experts
16:27 who are offering to support mentoring on stock assessments,
16:31 on market engagement,
16:32 on bycatch mitigation.
16:34 On fisheries improvement and on policy.
16:37 And then,
16:38 um,
16:38 kind of on the other end of the spectrum,
16:40 we have the Malloy Fund who
16:42 are offering mentoring on investment readiness and financing mechanisms.
16:46 So again,
16:47 if we see applications coming in,
16:49 we will identify
16:51 where these applications might be um weak
16:54 and match them directly with coaches and mentors
16:56 who will be able to help them strengthen
16:58 their application
16:59 on these various topics.
17:02 Next slide,

17:05 OK,
17:05 um,
17:06 now to the evaluation criteria,
17:09 how will applications be evaluated?
17:12 Um,
17:13 First,
17:14 problem and solution fit.
17:15 We will be checking to see does the problem articulated in the application
17:20 align with the problem the competition seeks to address?
17:24 And does the proposed solution concept fit the described problem and solution
17:29 context and seem viable.
17:31 So that's 20%.
17:33 How fitting
17:34 um is the solution to fixing the problem?
17:38 Um,
17:38 number 2 is the potential impact.
17:41 It's 15% of the evaluation criteria.
17:44 And we will be looking here to see how
17:46 great is the solution's potential impact to reduce overfishing.
17:51 And address the tragedy of the commons
17:53 in coastal fisheries.
17:56 Um,
17:56 3rd,
17:57 enhanced coordination,
17:59 which is 20% of the criteria.
18:02 Does the concept use innovative mechanisms and methods to
18:06 engage coastal fishers and improve coordination among them?
18:10 And does the concept use innovative mechanisms and methods
18:14 to engage stakeholder groups in the fisheries sector
18:17 or value chain
18:18 and improve coordination across them?
18:22 The fourth,
18:23 coalition capability and structure,
18:25 25%.
18:26 Does the coalition include representatives from multiple stakeholder groups?
18:31 Are fishing communities,
18:32 governments,
18:33 business,
18:33 finance communities represented,
18:36 and are key members engaged?
18:39 Does the coalition or individual organization demonstrate
18:42 relevant past performance for a similar undertaking?
18:47 And is there a clear understanding of the coalition
18:49 member roles and value to the proposed solution?
18:54 And then we have 5,
18:56 sustainability and replicability,
18:58 20%.
18:59 Um.
19:01 To what degree does the solution include a plan
19:04 and proposed financing mechanism to sustain the proposed solution?
19:08 To what degree does the solution incorporate a
19:11 plan and financing mechanism to sustain the coalition,
19:14 and is there potential to replicate this
19:16 solution in other coastal fisheries and countries?
19:20 Um,
19:20 so yeah,
19:21 all of the,
19:21 um,
19:22 all of the submitted,
19:23 um,
19:24 solutions will be evaluated based on this criteria.
19:28 Um,
19:28 this criteria is what our judging panel will be using to,
19:31 to decide
19:32 who will be the,
19:33 the winners and runners up
19:34 per country.
19:36 Um,
19:37 next slide,

19:41 So that timeline,
19:42 so just some key dates to note.
19:45 Um,
19:46 the closing date for applications will be the 27th of February,
19:50 so that's,

19:52 approximately
19:54 3 weeks from now.

19:58 we will do that,
19:59 um,
20:00 mentor,
20:02 um,
20:02 coalition matchmaking.
20:04 So we will be identifying,
20:06 um,
20:06 which mentors will suit which coalitions.
20:10 The mentoring process
20:12 will happen between the months of April and May.
20:14 Um,
20:15 so there will be multiple engagements
20:17 per coalition with,
20:19 um,
20:20 with their coaches and mentors.
20:22 Um,
20:22 we foresee each,
20:24 um,
20:24 coalition receiving
20:26 two allocated mentors.
20:28 So,
20:29 um,
20:29 there will be multiple sessions with each.
20:32 Um,
20:34 in June,
20:34 we will have a judging process.
20:36 So
20:37 this will be,
20:38 um,
20:39 we will check again to see the eligibility criteria.
20:42 We will make sure
20:44 that,
20:44 um,
20:45 the evaluation process is conducted
20:48 and the shortlist will then be handed to the judges.
20:51 Um,
20:52 in July,
20:53 we hope to have our winners and runners up,
20:55 um,
20:56 notified,
20:57 and then in August,
20:58 September,
20:59 in that period,
21:00 we will be doing
21:01 the virtual knowledge sharing event.
21:04 So winners and runners up will be announced and we'll be given
21:07 the stage to showcase their
21:10 solutions.

22:22 so for this competition,
22:23 coastal fisheries include all wild capture fisheries within
22:26 the economic exclusive zone of a country.
22:29 And of course,
22:30 we are speaking about four specific countries.
22:32 We're talking about Cabo Verde,
22:34 Indonesia,
22:35 Ecuador,
22:35 and Peru.

22:41 What do you mean by coalitions?
22:43 OK.
22:43 A coalition means 3 or more collaborating organizations

23:21 fisheries sector,
23:22 um.
23:23 Stakeholders that are related
23:25 would absolutely be um valid coalition members,
23:28 as long as there are 2 or more from
23:31 the fishing and coastal businesses and non-private sector.

23:38 Can I submit more than one application?
23:40 Competitors may submit more than one application,
23:44 however,
23:45 applications must not be substantially similar to
23:47 a prior application by the same competitor.
23:50 If an application is determined to be ineligible,
23:53 the competitor
23:55 or competitors may submit another substantially different
23:58 application as part of the same coalition,
24:00 a different coalition,
24:01 or an individual organization.
24:04 Yeah,
24:05 that's important,
24:06 so you can submit
24:08 um more than one application
24:10 as long as it is substantially different.

31:59 solutions

32:01 and two solutions that are not eligible.
32:04 And what we've done is we've kind of very,

32:07 briefly described the solution.
32:09 And then we have
32:11 given reasons
32:12 why it aligns with the competition criteria.
32:15 So,
32:15 basically,
32:16 why this,
32:16 um,
32:18 why the solution would be eligible.
32:20 I will say that these are very much hypothetical.
32:23 They are not an indication of,
32:25 you know,
32:25 what we
32:26 see as a winning solution,
32:27 nothing like that.
32:28 It really is just
32:30 to show,
32:31 um,
32:32 kind of ideas of solutions and why they might fit in.
32:36 And again,
32:37 it just highlights those really core pieces
32:40 of what we would like to see present in a solution.
32:43 We want to see the collaboration,
32:45 the coordination amongst fishers,
32:47 and we need to see,
32:49 um,
32:50 um,
32:50 some work towards solving the problem of overfishing.

32:54 yeah,
32:55 a good place to pop on to that are eligible and two that are ineligible

34:20 so seaweed alone would not be sufficient even though it is located in the EEZ.
34:25 If the project involves coordinating fishers and
34:28 or improving collaboration with the value chain,
34:31 improving habitat using seaweed,
34:34 Um,
34:35 could be a piece of biological restoration.
34:37 So,
34:39 Basically,
34:39 in that context,
34:41 yes,
34:41 seaweed could be part of a solution,
34:44 but it would have to,
34:46 um,
34:47 incorporate
34:48 a wider set of collaboration.
34:50 Um,
34:51 within the EZ.
34:55 Um,
