World Bank Provides Additional Financing to Support Earthquake Recovery and Resilient Housing in Türkiye

ANKARA, June 30, 2026—The World Bank today approved a €250 million additional loan to the Republic of Türkiye to scale up recovery and reconstruction efforts following the February 2023 earthquakes, focusing on resilient rural housing and the restoration of essential services.

Together with €150 million in co-financing from the Agence Française de Développement (AFD), bringing total financing to €400 million, the program will help meet remaining housing reconstruction needs by supporting the construction of 3,000 additional rural homes for families still living in temporary shelters.

The financing is part of the Türkiye Earthquake Recovery and Reconstruction Project (TERRP), which was approved in June 2023 to support the government’s efforts to restore access to municipal infrastructure, health services, and resilient housing in earthquake-affected provinces. TERRP also received support from the Global Facility for Disaster Reduction and Recovery, which helped lay the groundwork for the design of the additional financing.

The February 2023 earthquakes caused widespread destruction across southern Türkiye, damaging hundreds of thousands of homes and displacing millions of people. Despite significant reconstruction progress, affected households—including in rural areas—continue to await permanent housing solutions.

This additional financing will help address remaining unmet needs by expanding the scale of the government’s rural housing reconstruction program, ensuring that more eligible households can return to safe and permanent homes.

Reconstructed housing under the additional loan will continue to follow a “build back better” approach, incorporating resilience to future earthquakes and climate risks, as well as improved energy and water efficiency.

Since its approval in June 2023, the project has supported the restoration of critical services and infrastructure across affected areas. This includes the provision of medical equipment benefiting nearly 10 million people in impacted provinces, the rehabilitation and reconstruction of municipal water and sanitation infrastructure benefiting over 128,000 people to date, and steady progress of 1642 rural housing reconstruction, with both completed and ongoing housing units contributing to recovery efforts were handed to 7400 people benefiting.

With this latest financing, the project will continue to:

• Increase the availability of resilient rural housing providing homes to an additional 10,470 people in earthquake-affected areas

The activities under the AF2 will continue to be implemented by the Ministry of EUCC in coordination with AFAD. The program aligns with Türkiye’s broader post-earthquake recovery strategy and contributes to long-term resilience and sustainable development.
