World Bank Invests in Santa Catarina’s Road Resilience and Safety

WASHINGTON, DC, February 28, 2025 — The World Bank has approved a $300 million financing package to enhance road infrastructure resilience, safety, and sustainability in Santa Catarina, Brazil. The initiative is part of the "Brazil Proactive, Safe, and Resilient Road Asset Management Program – Phase 3," designed to modernize the state's road network through climate-resilient improvements, private sector participation, and proactive maintenance strategies.

This project complements the Estrada Boa program of the Government of Santa Catarina, reinforcing ongoing state-level efforts to improve road safety and infrastructure quality. By aligning with the state’s existing initiatives, the World Bank’s investment will enhance the efficiency and impact of road development efforts in the region.

Santa Catarina’s road network plays a crucial role in regional connectivity and economic growth, yet it faces challenges such as extreme weather events, deteriorating road conditions, and safety concerns. The program will directly benefit millions of residents by improving road infrastructure, reducing maintenance costs, and increasing climate resilience through innovative management approaches.

"This project will enhance road safety, improve resilience to climate change, and optimize public and private sector resources for long-term sustainability."

Key Project Highlights:

  • Resilient Road Infrastructure: Investments will focus on rehabilitating and maintaining 1,262 kilometers of key road corridors, prioritizing areas vulnerable to climate risks such as landslides and floods.
  • Public-Private Partnerships (PPPs): The initiative will introduce long-term performance-based contracts (CREMA) to improve efficiency and leverage private sector investment.
  • Road Safety Enhancements: The program will incorporate advanced safety measures, including improved signage, pedestrian crossings, and accessibility upgrades in urban areas.
  • Green Mobility and Inclusion: Efforts will support non-motorized transport, gender-inclusive employment in construction, and accessibility improvements for underserved communities.

Aligned with Brazil’s broader infrastructure development and climate adaptation goals, this project marks a significant step toward modernizing Santa Catarina’s transport network. By ensuring safer, more efficient, and climate-resilient roads, the initiative will contribute to economic growth and improved quality of life for the region’s residents.
