Russia: The World Bank invites recognized national institutions to express their interest in participating in the implementation of the 2nd round of the Subnational Doing Business study in the Russian Federation

The World Bank intends to apply its financing toward the cost of a Fee Based Service to conduct a 2nd round of the Subnational Doing Business study in the Russian Federation, and intends to apply part of the proceeds for consultant services.

The overall objective of the project is to promote competition and ultimately a better business environment in the Russian Federation by benchmarking business regulations across Russian regions and comparing them with 183 countries benchmarked by the global Doing Business project. Countries and regions are represented by their largest business city.

In this context, the specific purpose of the proposed study is to assess the performance of 30 regions of the Russian Federation against four of the 10 Doing Business indicators. The selected indicators include: Starting a business, Registering property, Dealing with construction permits, Getting electricity. The proposed assignment will include participation in all aspects of the project in close collaboration with the World Bank Group. In order to maximize learning, the consultant will take the lead in two of the four selected indicators, i.e., Starting a business and Registering property. The Consultant will use the Doing Business methodology as described on the web-site: www.doingbusiness.org.

Implementation period is tentatively from November 2010 to November 2011. The start date will depend upon availability of committed financing from the project parties.

The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services as described in the Doing Business website above (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Banks Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
