Russia: Cooperation with the World Bank Has Gained Public Support in Tatarstan

KAZAN, September 16, 2010 - Tatarstan will continue its cooperation with the World Bank in the area of analytical work in various fields. This was stated by Rustam Minnikhanov, President of Tatarstan, during his meeting with Philippe Le Houérou, Vice President of the World Bank for Europe and Central Asia Region, on September 16, 2010.

“Hopefully, each visit of the World Bank’s delegation to Tatarstan gives an impetus to further develop our relationship”, emphasized Head of the Republic at the meeting which took place in the Cabinet of Ministers of of the Republic of Tatarstan. - We are keen to draw from the World Bank’s vast international experience in implementing multifarious projects”.

According to Rustam Minnikhanov, all projects that were conducted  by Tatarstan in collaboration with the World Bank have been well received by the population of the Republic and the federal government.

The President of Tatarstan made special mention of the most successful programs jointly implemented with the Bank, including a diagnostic review of the development of the higher education system in Kazan, and policy development for the Republic’s educational system. In addition, cooperation with the World Bank has yielded such outputs as a survey to assess the standards and quality of life and a comprehensive review of the administrative barriers on the way to business development in Tatarstan, as well as design of the “Municipal Business Card of the Republic of Tatarstan”, to name a few.

“We are moving ahead. All on-going and already completed projects are of relevance and importance across the country, said Rustam Minnikhanov. - Immense work has been done, especially in the education sector. For Russia the intellectual level, education and integration into the global education system are of an utmost importance”.

The President of Tatarstan recalled that the history of cooperation between Tatarstan and the World Bank started in 2000 with the approval of the loan for technical preparation of residential quarter/block B (a downtown area in Kazan) and in 2006 signed a Memorandum of Understanding.   In April 2007, proactively supported by the World Bank, Kazan hosted a Development Market Place. And last year, Tatarstan and the World Bank signed a Memorandum of Strategic Partnership for the period up to 2015.

“The World Bank’s experience will be applied to implement our strategic programs as well as medium-term and long-term projects”, concluded Rustam Minnikhanov.
