Over the next 10–15 years, more than 1 billion young people in developing countries will reach working age. Job creation is central to our mission and is now a goal of every World Bank Group project. Jobs foster dignity, self-reliance, safety, stability, and greater opportunities.

Creating jobs requires investing in foundational infrastructure, supporting a business-enabling environment, and mobilizing private capital.

Investing in the Foundational Physical and Human Infrastructure

Creating jobs starts with investments in the essential infrastructure required for people and businesses to thrive. These investments include physical infrastructure like roads, ports, electricity, and urban infrastructure, all of which are crucial for businesses to operate and connect to markets. Natural capital like clean air, fertile land, and safe water are vital to increasing living standards, reducing poverty, and creating jobs.

We also invest in the foundational human infrastructure—including healthcare, education, and skilling—necessary to build a thriving workforce. Education and skills are foundational infrastructure for good jobs, the surest way out of poverty.

High-quality early childhood development and primary and secondary education lay the foundations for basic cognitive and socio-emotional skills to provide the best possible start in life, and equip people with the foundation for life-long learning. Our vision is that every person should have the education, skills, and opportunities needed to find good jobs and realize their potential.

Governments and the World Bank Group’s public sector arms—IBRD and IDA—can help finance these efforts and ensure resources are used effectively.

Supporting Policy and Regulatory Reforms

A predictable, business-enabling environment—the second pillar of our strategy—is essential to unlock investment and create jobs at scale. We work with governments to support regulatory reforms tailored to firms at different stages—from microenterprises to large, growth-oriented firms. To invest, expand, and grow their workforces, companies need clear rules.

That means well-defined land laws, transparent tax systems, sound and consistent macroeconomic management, predictable regulations, the rule of law, and functioning payment systems. Without these elements, it’s hard for big businesses to complete projects or for small enterprises to take root and flourish.

The World Bank Group helps countries identify the sectors with the greatest potential for job creation, then design targeted regulatory and policy reforms and investment strategies to unlock that potential.

Mobilizing Private Capital at Scale

Governments need more than their own resources to confront the jobs challenge. To build economies that convert growth into local jobs, through IFC and MIGA, we invest in foundational infrastructure, both physical and human capital; we support policy and regulatory reforms that establish business-friendly environments; and we mobilize private investment at scale—by providing more capital and growing equity investments.

The World Bank Group Guarantee Platform brings together guarantee products from MIGA, IFC, and the World Bank.

We are also revamping how we support Micro, Small, and Medium Enterprises (MSMEs) to channel capital, technical assistance, and digital tools to the businesses that create the most jobs.

ICSID’s dispute-resolution tools help mitigate investment-related risks to provide confidence to investors and countries, alike. Our workforce development efforts help create local talent for businesses to hire. And through the Private Sector Investment Lab (PSIL), we continually work to identify and tackle the biggest barriers to investment.
