The “Africa Jobs Dialogue Series”, titled “Africa's Energy Boom: What's in It for Workers?,” brought together experts and practitioners to explore how Africa’s rapidly evolving energy landscape could create new opportunities for the 12 million young people entering the labor market each year. With Mission 300 aiming to connect 300 million people to electricity by 2030 through grid and off-grid solutions, speakers discussed how energy access, productive use, and digital demand could expand job opportunities across the continent.

Panelists highlighted opportunities across renewable energy, digital technologies, finance, project delivery, regulation, and entrepreneurship. They stressed that the sector needs both technical and non-technical skills, with growing demand for multidisciplinary profiles that combine engineering, business, data, policy, finance, and community engagement. The discussion also underscored the importance of early exposure to career pathways, role models, and deliberate efforts to help women, youth, and people from different educational backgrounds access emerging opportunities.

A key takeaway was that energy access is also a jobs and productivity agenda. Participants noted that electrification must be linked to productive activities, market access, infrastructure, investment, and coordinated action across sectors such as agriculture, industry, commerce, roads, and finance. Together, these efforts can help turn Africa’s energy expansion into a driver of jobs, stronger local economies, and wider economic opportunity.

Originally from Cotonou, Benin, Desire is currently a CoAction Global Mission 300 Fellow deployed to Burundi’s Ministry of Energy, where he supports strategic planning, regulatory and licensing reforms, implementation. monitoring and evaluation of the National Energy Compact, and the development of investment frameworks to mobilize private capital and strengthen regional power trade. A former lecturer in renewable energy at Taizhou University in China, he brings together policy, finance and practice to design bankable energy solutions that accelerate Africa’s transition toward commercially viable, locally driven, power and clean cooking markets.

Member of the Youth Council, International Renewable Energy Agency (IRENA)

Boka Kondua Dieuleveut is an engineer in Natural Resource Management from the University of Kinshasa, Environment and Energy Officer at the NGO Kimbala Développement, and a member of the Youth Council of the International Renewable Energy Agency, ambassador for the “Care About Climate” program to assess the DRC’s Nationally Determined Contribution 3.0 (NDC) from an intergenerational and gender perspective. Boka is also a peer educator for the “I Act Italy and IRENA Climate Toolkit” program, training young leaders in Sustainable Development, Energy Transition, Renewable Energy, and Climate Action.

Energy and off Grid Specialist, EDF Power Solutions, Cameroon

Triomphant Tchulang is an energy access specialist with over a decade of experience in engineering, entrepreneurship, and off-grid project development across Sub-Saharan Africa. He founded Clean Energy Services in Cameroon in 2018, where he developed innovative solar solutions for underserved communities, including a batteryless solar refrigerator recognized by SEforALL, EDF Pulse Africa, and OAPI. His work has created over 25 direct jobs and hundreds of indirect jobs.

In 2024, he joined EDF Power Solutions in Cameroon, where he leads off-grid energy initiatives including rural mini-grids, C&I solutions, and electric mobility. A PMP-certified professional and Mandela Washington Fellow, he is also completing an Executive Master in Future Energy at ESCP Business School.

Daniela Rakotomamonjy Moderator

Senior Energy Specialist, World Bank Group, Madagascar

Daniela Rakotomamonjy is a Senior Energy Specialist with over 19 years of experience leading energy sector, mitigation, and adaptation programs across Madagascar, Comoros, and the Indian Ocean region. She has an engineering background, complemented by advanced training in International Business Management from HEC Paris and Business and Entrepreneurship from the University of Nevada–Reno (USA).

In her current role at the World Bank Madagascar Country Office, Daniela supports the preparation and implementation of energy operations and contributes to policy dialogue with government authorities, utilities, private sector, and development partners on strategic sector priorities, including electricity sector governance, financial sustainability, strategic reforms and regulatory framework.

Prior to joining the World Bank, Daniela served as Country Representative for Madagascar and Comoros under the USAID/Power Africa ESA regional program, and with REEEP and UNIDO as the PFAN Country Representative. She also has over 10 years of private sector experience as founder and CEO of a group of companies in France and Madagascar, where she led entrepreneurial ventures in renewable energy, geospatial technologies, urban land reform, and agribusiness.
