Description: The Government of Angola has received financing from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group toward the cost of the Accelerating Economic Diversification and Job Creation Project (DIVERSIFICA MAIS) and intends to apply part of the proceeds to future contracts for productive infrastructure under the Caála Logistics Platform – Phase 1.

In this context, the Government of Angola, through the Ministry of Planning, hereby invites eligible companies and other interested entities to participate in an Early Market Engagement (EME) event, to be held online on May 12, 2026, at 10:00 a.m. (Local time).

The purpose of this EME is to provide the market with preliminary information on the proposed contracts, obtain feedback on technical solutions and implementation approaches, assess market interest and capacity, identify potential risks and constraints, and support the refinement of the procurement strategy and future procurement documentation.

The EME relates to the preparation of future procurement processes for the following packages:

• Design and Build for the Substation and 13 kms of Power Transmission Lines of the Caála Logistics Platform – Phase 1,

• Design and Build for Phase 1 Infrastructure and Access Road to the Caála Logistics Platform (2.2 kms).
