Description: The Government of Sri Lanka (GoSL), through the Ministry of Digital Economy (MODE) and GovTech Sri Lanka (Private) Limited, is advancing its national digital transformation agenda by establishing a unified, secure, and legally recognized digital communication framework across the public sector.

A central enabler of this vision is the Sri Lanka Government Cloud 3.0 (GovCloud) initiative. The proposed model is an intermediately sovereign-assured solution utilizing 2–3 Sri Lanka-based Tier III (or higher) data centers and multiple hyperscale technology providers. These providers will deploy pre-configured cloud and AI stacks as modular, containerized units, integrated into a single national orchestration framework featuring a lightweight abstraction layer and high-assurance interconnect.

Objectives of the RFI

This RFI invites all interested parties—including hyperscale, distributed cloud providers and cloud service providers, to submit information. GovTech Sri Lanka seeks to gather market insights on the following.

Ø     Validate the feasibility of the GovCloud solution model and identify key constraints

Ø     Inform technical requirements for multi-DC deployments, interoperability, and network architecture.

Ø     Define governance, operational, disaster recovery (DR), and business continuity plan (BCP) requirements.

Ø     Refine business models and pricing frameworks.

Ø     Provide input to guide procurement documentation, including RFP structures and evaluation criteria
