Description: EME for the roadworks: covering improvement of major roads in CBD (6.88km) and widening of part of arterial roads (15.1km); Upgrading of Ndachi and Chidachi Community Roads (22.8km); Rehabilitation of Martin Luther-Wajenzi and CBD roads (16.3km); Construction of Non-Motorized and Transport (88.6km)
The purpose of this Early Market Engagement (EME) is to actively involve potential contractors, consultants, and suppliers prior to the formal procurement stage. The engagement aims to:
• Understand market capacity and interest for large scale infrastructure works.
• Receive market feedback on technical feasibility, procurement packaging, and risk allocation.
• To develop an effective procurement strategy for development and KPIs.
• Explain to the bidders the procurement and contracting process, delivery schedule and any potential risks.
• Set realistic expectations regarding delivery times, prices, and quality based on market feedback.
• Collect feedback on rated criteria and determination of other criteria
• Ensure compliance of the procurement process with environmental and social governance (ESG) standards and local regulatory requirements.
• Explain to the bidders the availability of the local resources on the local and regional market.
• Enhance transparency and competition to ensure value-for-money procurement.
