The Malaysia Climate Change Institutional Assessment (CCIA) takes a fresh look at Malaysia’s climate challenge by focusing not on what policies exist, but on how they are delivered. It examines whether the country’s institutions, governance arrangements, and systems are fit for purpose—spanning mandates, coordination across ministries and levels of government, planning and monitoring, climate-smart public financial management, federal–state alignment, and transparency and accountability.

Developed in partnership with Malaysia's Ministry of Natural Resources and Environmental Sustainability, and through extensive engagement with federal and state agencies, the CCIA offers a practical, time-bound reform roadmap to strengthen institutional capacity and governance—helping turn Malaysia’s climate ambitions into credible, sustained action across a whole-of-government and whole-of-nation approach.
